Sen. Bam: Tutukan sana ng Pangulo ang bagyo at krisis sa presyo, suspindihin ang excise tax sa Enero

Sen. Bam Aquino called on President Duterte to directly address issues that affect the Filipino people, like high prices of goods, and not use politics to divert the public’s attention.

“Tutukan sana ng Pangulo ang tunay na isyu, taas-presyo at bagyo, imbis na ang pulitika. Krisis sa bigas at pagkain at itong parating na Bagyong Ompong ang mga totoong banta sa pamilyang Pilipino,” said Sen. Bam, referring to Duterte’s address to the nation this afternoon.

“Hindi makakatulong ang pamumulitika sa problema ng ating mga kababayan,” Sen. Bam pointed out, adding that the government should find ways to alleviate the plight of the Filipinos, especially the poor, amid the continuous increase in prices of goods and petroleum products.

 “Tama na, sobra na ang pahirap sa ating mga kababayan. Solusyunan na ang taas presyo at protektahan ang mga Pilipino sa gutom, bagyo at iba pang peligro,” said Sen. Bam.

Instead of politicking, Sen. Bam said Duterte must inspire government officials and the opposition to work together in finding solutions to pressing problems, such as high inflation rate and high prices of goods.

 “Magkaisa na lang sana tayo sa paghanap at pagganap ng mga solusyon, na matagal nang hiling ng taumbayan,” said Sen. Bam.

Sen. Bam has filed Senate Bill No. 1798 or the Bawas Presyo Bill, which aims to suspend the excise tax on fuel under the TRAIN Law when the average inflation rate surpasses the annual inflation target over a three-month period.

“Sana suspindihin ng Pangulo mamaya ang excise tax sa Enero. It’s possible,” said Sen. Bam.

According to Sen. Bam, the immediate passage of the law will also stop the scheduled P2 additional excise tax on petroleum products under the TRAIN Law in January 2019.

I address you today to sponsor Senate Bill No. 1983 under Committee Report No. 434 entitled An Act Establishing The Philippine Space Development And Utilization Policy And Creating The Philippine Space Agency, And For Other Purposes, otherwise known as the Philippine Space Agency Act.

Have you ever looked out of the window of an airplane during take off?

Habang pataas ng pataas ang eroplano, paliit ng paliit ang mga building, mga bahay, at mga tao.

Habang palayo po kayo ng palayo sa lupa, para bang naiiwan mo na din ang problema ng bayan.

I was reminded of that feeling while reading responses to one of our online polls that asked if our country should invest in a Philippine Space Agency.

Madami po ang nagsabi na kailangan po muna natin ayusin ang ating mga problema sa lupa, bago tayo tumingin sa outer space.

Naiintindihan po natin sila. Marami nga tayong problema na kailangan ayusin ngayon.

Tuwing may bagyo, may matinding pagbaha. Araw-araw, walang katapusan ang trapik. Pataas ng pataas ang presyo ng bilihin at parang hindi po natin matuldukan ang kahirapan sa ating bansa… Bakit tayo gagawa ng isang Space Agency?

Pero natuwa ako sa sagot ng isang Mikael Francisco. Sinagot po niya ito sa ating social media platform. Sabi po niya, “Malaki ang maitutulong ng Space Program sa agrikultura, sa pag-ayos ng traffic, pagpo-forecast ng bagyo, at marami pang iba.”

Doon po sa kanyang sagot, nag-link pa siya sa isang article sa GMA Network na may pamagat: “Why the Philippines Needs a Space Agency”.

Natuwa po akong makakita ng Pilipinong nangangarap ng malaki para sa ating bayan. Natuwa ako na hindi pa nawawalan ng pag-asa ang iilan nating kababayan sa paghahanap ng solusyon sa mga problema ng ating bansa.

Hindi man masosolusyunan ng isang Space Agency ang lahat ng isyu ng Pilipinas, malaki pa rin po ang maiaambag nito sa buhay ng mga Pilipino.

For one, satellites can help improve disaster management – from providing accurate information that allow early warnings and predicting of disasters to reliable and quick communication during relief and recovery operations.

Para sa bansang lagi na lang natatamaan ng mga bagyo at pagbaha, malaking tulong po ang Philippine Space Agency para siguraduhing ligtas ang bawat pamilyang Pilipino.

Space technology also enhances production and profitability of agribusinesses thanks to soil and weather monitoring and assessment.

Ang nakukuha pong data ng isang Space Agency ay makatutulong sa mga magsasaka na planuhin ang timing ng kanilang pagsaka at irigasyon nito para dumami ang kanilang ani.

Para naman sa mga nagmamahal sa kalikasan, gaya nina Sen. Legarda at Villar, makakatulong din po ang Space Agency sa environmental conservation.

It can even improve urban planning, transportation and communication networks para mabigyan ng ginhawa ang mga Pilipinong nawawalan na ng pasensya dahil sa trapik at sa bagal ng internet.

Malayo man ang outer space sa Pilipinas, kung nasa puso naman ng Philippine Space Agency ang pagserbisyo sa ating mga kababayan at pagsuporta sa pag-unlad ng bayan, hinding hindi po ito masasayang.

Mr. President, esteemed colleagues, launching a Philippine Space Agency will give us a new perspective and valuable insights that can help solve some of our country’s biggest problems.

A solid space program can improve disaster management, enhance the lives of Filipino farmers, speed up our internet and telecommunications systems, and help us build more livable cities.

So let’s continue to dream big for our country! And let’s never tire of finding better solutions for our countrymen.

Sen. Bam to gov’t: Huwag ipagkait ang diskuwento sa bigas sa ilalim ng TRAIN Law

In addition to the unconditional cash transfer and the Pantawid Pasada programs, Sen. Bam Aquino said the government has yet to fully roll out another social mitigating measure under the Tax Reform for Acceleration and Inclusion (TRAIN) Law. 

Under the TRAIN Law, Sen. Bam said the government is mandated to provide poor families 10-percent discount when they purchase National Food Authority (NFA) rice from accredited retail stores, up to a maximum of 20 kilos per month. 

“Sa totoo lang, may utang ang gobyerno sa mga mahihirap dahil hindi ipinatupad ang mga mitigating measures ng TRAIN Law, lalo na ang diskwento sa bigas,” said Sen. Bam, one of four senators who voted against the ratification of the TRAIN Law. 

 “Kailangang bayaran ng gobyerno ang mga mahihirap nating kababayan na pinagkaitan nila ng tulong sa bigas,” Sen. Bam pointed out, adding that the government should give poor Filipinos an additional P200 per month to cover for the rice discount. 

When the TRAIN Law was being deliberated in the Senate, Sen. Bam urged the government to implement the social mitigating measures and the TRAIN Law at the same time.  

However, concerned government officials said they cannot implement it together due to lack of proper infrastructure, forcing Sen. Bam to vote against the ratification of the measure.  

Now, Sen. Bam renewed his call for full and immediate implementation of the social mitigating measures to alleviate the suffering of the Filipino people, especially the poor, on the high prices of goods due to the TRAIN Law. 

“Dapat agad nang ipatupad ng pamahalaan ang lahat ng social protection measures na nakasaad sa batas para mabawasan ang hirap na dinaranas dahil sa TRAIN Law,” said Sen, Bam. 

Sen. Bam is pushing for the passage of his Senate Bill No. 1798 or the Bawas Presyo Bill, which aims to suspend the excise tax on fuel under the TRAIN Law when the average inflation rate surpasses the annual inflation target over a three-month period.   

The senator underscored the need to immediately pass the bill into law since there is a scheduled P2 additional excise tax on petroleum products under the TRAIN Law in January 2019.

Sen. Bam says economic managers are in denial on price crisis, need real-talk with poor Filipinos

Sen. Bam Aquino slammed the government’s pronouncement that the 6.4 percent inflation rate in August “is not alarming” and “quite normal in a fast growing economy.” 

The senator also insisted that economic managers talk to regular Filipinos living in poverty so they can gain a broader perspective on the effect of the high prices of goods. 

  “Hinding-hindi po normal na nalulunod na sa pagtaas ng presyo ang mga mahihirap,” said Sen. Bam, one of four senators who voted against the ratification of the Tax Reform for Acceleration and Inclusion (TRAIN) Law. 

“Kung lumabas po kayo ng opisina at makipag-usap sa mga kababayan natin sa mga komunidad, sa mga palengke, hindi niyo na maitatanggi na malaking problema itong taas presyo,” added Sen. Bam, who regularly consults with farmers, fishermen, tricycle and jeepney drivers, and market vendors to hear their views on the TRAIN Law and other important issues. 

In a recent trip to Tanauan, Batangas, Francisco Reyes, a tricycle driver, told Sen. Bam that the high price of gasoline has affected his daily income so much that he could not provide enough food and clothing for his family.  

  “Para mabawi namin ang gastos sa gasolina, dapat lima ang sakay namin bawat biyahe. Pero dahil apat lang ang kasya sa tricycle, lugi na agad ang pasada namin,” said Reyes. 

A vegetable vendor and senior citizen in Zamboanga also recently shared that even in her old age, she works everyday just to provide for her children and grandchildren and yet, with the sharp rise in prices, she has to borrow money to get by. 

 “Sa tanda kong ito, umuutang pa rin ako. Kahit ayaw na ng katawan ko, babangon at babangon pa rin ako para tulungan ang pamilya,” said Aling Diding Sada.

Instead of pointing fingers and debating on the matter, Sen. Bam said economic managers should squarely face the problems and look for practical solutions to address the problem.

 Sen. Bam stressed the need to immediately enact the measure into law since there is a scheduled P2 additional excise tax on petroleum products under the TRAIN Law in January 2019. 

”Huwag niyo nang paabutin ng Pasko ang paghihirap ng sambayanang Pilipino. Ipasa na natin ang Bawas Presyo Bill sa lalong madaling panahon,” said Sen. Bam.

Sen. Bam: Nasaan ang liderato sa isyu ng BP, Bigas at Presyo?

Sen. Bam Aquino called on the government to immediately address the issue of high BP or “Bigas at Presyo”, which currently affects millions of Filipinos, especially the poor.

“Mahalagang mabigyan na ito ng lunas dahil malaking isyu po ang BP o bigas at presyo. Kapag masyadong mataas ang BP, nanganganib ang kabuhayan natin. Pababain na ang BP,” said Sen. Bam, one of four senators who voted against the ratification of the Tax Reform for Acceleration and Inclusion (TRAIN) Law.

“Ang hinahanap natin, lalo na sa isyu ng bigas, ay leadership. Seryosohin sana ng pamahalaan ang pahirap na ito sa mga Pilipino,” added Sen. Bam.

 Sen. Bam said the leadership of National Food Authority (NFA), led by administrator Jason Aquino, has failed to ensure enough supply of affordable rice for the poor in the last two years.

“Sino ba ang lider na sosolusyunan ito? Nagmumukhang hindi talaga kaya ng NFA administrator natin na resolbahin ang kasalukuyang problema,” added Sen. Bam.

“Hindi maayos ang pamamalakad sa importation at distribution.  Magsisimula ang solusyon sa pagpalit ng liderato. Maghanap tayo ng mga taong kayang gawin ang trabaho nila,” said Sen. Bam.

Also, Sen. Bam renewed his call for the passage of his Senate Bill No. 1798 or the Bawas Presyo Bill to help lower the prices of goods and services.

Vice President Leni Robredo backed the passage of the measure while members of the minority in the House — Miro Quimbo, Jorge “Bolet” Banal, Jose Christopher Belmonte, Gabriel Bordado Jr., Raul Daza, Jocelyn Limkaichong, and Josephine Ramirez-Sato — have filed their own version of the bill.

Sen. Bam underscored the importance of the measure’s passage, saying there is a second tranche of excise tax increase on petroleum products under the TRAIN Law in January 2019.

Sen. Bam: Maximize Sci-Tech to address effects of storms, natural calamities

Our science and technology sector can strengthen the country’s mitigation and response to natural calamities and disasters, according to Senator Bam Aquino. 
 
“Malaki ang maitutulong ng science and technology sa pagsasaliksik, paghahanda at pagbuo ng mga hakbangin upang mapagaan ang epekto ng mga natural na kalamidad,” said Sen. Bam, chairman of the Senate Committee on Science and Technology. 
 
One of Sen. Bam’s measures to strengthen the country’s response and mitigation during natural calamities and disasters is Senate Bill No. 1211 or the Philippine Space Act. 
 
Sen. Bam said the measure, if enacted into law, will beef up existing government programs on disaster prevention, including the National Disaster Risk Reduction and Management Council’s disaster risk management, PAGASA’s astronomical science programs and National Mapping & Resource Information Agency’s satellite information gathering. 
 
“Makatutulong ito upang mapalakas pa ang kaalaman ng ating mga scientist at mananaliksik pagdating sa paghahanda at pag-aaral ng mga kalamidad na maaaring tumama sa bansa,” added Sen. Bam.
 
Sen. Bam is scheduled to deliver his sponsorship speech anytime and present the measure for the consideration of the plenary. 
 
“The PhilSA would be responsible for developing space science technology policies, implementing research and education programs, establishing industry linkages between private and public sector stakeholders, protection of national territory, natural resources accounting, and capacity building for telecommunications,” Sen. Bam said. 
 
The Department of Science and Technology (DOST), headed by Sec. Fortunato dela Pena, expressed hope that the bill would enacted into law this year.

Sen. Bam to gov’t: Fulfill TRAIN’s promise to the poor

The government should fully implement the mitigating measures under the Tax Reform for Acceleration and Inclusion (TRAIN) Law first before even discussing the passage of TRAIN 2.

“Siguraduhin muna ng gobyerno na ang pinangakong tulong ng TRAIN 1 ay makuha ng mga Pilipino. May ilang milyong pamilya pa ang hindi nakatatanggap ng tulong pinansiyal, pati mga jeepney driver ay nirereklamo ang Pantawid Pasada Program,” said Sen. Bam, one of four senators who voted against the ratification of the TRAIN Law.

 The government has yet to complete the roll out of the unconditional cash transfer program and Pantawid Pasada Program, which should help jeepney operators and drivers cope with the increase in oil prices.

“Kung napakaraming pangako ang hindi natupad, bakit pa tayo maniniwala sa mga pangako ngayon? Magpakatotoo na tayo. Suspindihin na natin ang mga pahirap na buwis sa TRAIN,” said Sen. Bam, who filed Senate Bill No. 1798 or the “Bawas Presyo Bill” to roll-back and suspend the excise tax on fuel under the TRAIN Law when average inflation surpasses the annual inflation target over a three-month period.

“Sa pag-uusap namin iba’t ibang komunidad, napakarami ang naghahanap ng solusyon sa taas-presyo. Nalulunod na sila sa gastos,” said Sen. Bam.

On the push to pass TRAIN 2 in the Senate, Sen. Bam says he cannot move on to TRAIN 2 without addressing the issues of TRAIN 1.

  “Mahirap maka-move-on sa TRAIN 2 habang maraming Pilipino pa ang pinapahirapan ng TRAIN 1. Hindi pa naipapatupad ang mga programa para sa mga nasagasaan ng TRAIN,” added Sen. Bam.

 

Senate Bill 1798: Automatic Suspension of the Excise Tax on Fuel Under RA 10963 (TRAIN Law)

Philippine laws must protect, serve and empower the Filipino people.

One major threat we need to protect our countrymen from is inflation – rising prices of goods and services that put a strain on the average Filipino’s daily struggle.

By the end of  2017, over 10 million Filipino families still considered themselves poor. That is 10 million households struggling to provide food and shelter, striving to earn education and desperately searching  to find sufficient livelihood.

Higit sa sampung milyong pamilya ang nababalisa tuwing tumtaas ang presyo ng bilihin tulad ng bigas, sardinas, kuryente at pamasahe.

More than just tightening their budget, these families will have to scramble for higher pay, for odd jobs and ‘sidelines’, and even micro-loans just to cover basic household expenses.

With so many Filipinos living in the fringes, the government needs to play an active role in managing inflation and ensure that our countrymen can survive the rising prices.

As such, this measure seeks to protect underprivileged Filipino families from increasing fuel prices, and its effect on the prices of goods and services, by suspending the excise tax on fuel under TRAIN when the average inflation rate surpasses the annual inflation target range over a three-month period.

Should the average inflation rate stabilize and fall below the annual target for three consecutive months, then the Department of Finance (DOF) will have the prerogative to lift the suspension and re-impose the excise tax on fuel based on its rate at the time of suspension.

While we have little control over global fuel prices, the imposition of excise taxes in our hands.

It is our responsibility to be flexible and responsive when the weight of inflation becomes too heavy for the poor Filipino families to bear.

Progress cannot be built at the expense of hungry Filipinos with little opportunity to improve their day-to-day lives.

Our challenge is to strike a balance between our macroeconomic goals and providing relief and support to Filipinos with the least in our society; and with open minds, open hearts, creativity and innovation, I believe we can find that delicate balance and create a prosperous future for all.

Sen. Bam Aquino, AFP join forces to empower more reservists

All three branches of service of the Armed Forces of the Philippines (AFP) expressed full support behind Sen. Bam Aquino’s bill to provide AFP reservists with job security while rendering military service for the country.
 
“This is one of the ways we show our gratitude for the service you provide,” Sen. Bam Aquino expressed to the AFP during the hearing of the Subcommittee for Labor and Employment on Senate Bill No. 1607 or the Reservist Employment Rights Act.
 
Ranking officials from the Air Force, Army and Navy, as well as other stakeholders expressed their full backing of Senate Bill No. 1607, authored by Sen Bam, and all committed to work together to encourage more Filipino reservists to be more active in rendering service to the nation.
 
According to Rear Admiral Roberto Empedrad, the AFP Deputy Chief of Staff for Reservists and Retiree Affairs, SBN 1607 is the much needed reinforcement to fully implement Section 32 of RA 7077.
 
The AFP official said that the concern of reservists regarding their security of tenure in their civilian jobs hinder the mobilization and training of the kind of reservists most needed by the AFP. 
 
Rear Admiral Robert Empedrad said Senate Bill No. 1607 authored by Sen. Bam amplifies and puts flesh to the provision of Section 32 of RA 7077, which provides for security of tenure for reservists in their civilian jobs.
 
“The enactment of Senate Bill No. 1607 is very important to us since it will help in the administration of our unsung heroes, our volunteer reservists,” said Rear Admiral Empedrad.
 
Air Force Vice Commander, M/Gen. Jose Tanjuan said Senate Bill 1607 is in harmony with the general provisions of RA 7077, as it particularly strengthens its manpower development provision. He added that the measure also supports the Labor Code’s provision covering the security of tenure on employment of reservists undergoing annual duty training and mobilization.
 
“With the enactment of bill, reservists shall be more motivated and focused on their task since they will be unburdened with the problem of security of tenure and compensation,” said M/Gen. Tanjuan.
 
B/Gen. Gilbery Gapay, chief of staff of the Philippine Army, also expressed full support for the enactment of the measure into law, saying it will help in enhancing one of the most important programs in the Army.
 
Concerned government agencies, such as Government Service Insurance System, Department of Labor, Social Security System and PAG-IBIG Fund also expressed willingness to help enhance the measure, making it attuned to the present needs of reservists.
 
Under Sen. Bam’s measure, reservists shall be entitled to their original position, or to a substantially equivalent position, without loss of seniority rights, and diminution of pay.
 
The bill also ensures that companies cannot require reservists to use their standard leave credits entitled them for absences, for the military service they are required to render.
 
Furthermore, the bill protects reservists who suffered any injury or disability as they would still be entitled to reinstatement as long as they can perform the essential function of their original employment.
 
The measure also gives adequate training for reservists, compensation for non-reinstatement and military service and penalties employers in case of discriminating any employee or job applicant for being a reservist.
 
Sen Bam said that this bill is intended to bolster further the Reserve Force Development program of the AFP and ensure that we encourage more professionals, specialists, and subject matter experts to help in our national security by being active reserve officers of the AFP. 
 
“With this bill, we hope that the Category One types, ages 18 – 35 years old, who are most needed will be more encouraged to sign up and be active,” said Sen. Bam.

Sen. Bam pushes for more opportunities for PWDs

As the world celebrates International Day of Persons with Disabilities on Sunday (Dec. 3), Sen. Bam Aquino reiterated the call for the passage of his two measures that support Filipino PWDs and provide them with the needed assistance.

“We need to ensure that our PWDs are given proper assistance and opportunities to make a living,” said Sen. Bam, who filed Senate Bill No. 356 and 1249 in the 17th Congress.

 Under Senate Bill No. 1249, government agencies and private offices must allot two and one percent of their workforce, respectively, to PWDs.

“This bill seeks to create more job opportunities for PWDs in the workforce and provide commensurate compensation, benefits and employment terms for PWDs as any other qualified employee,” Sen. Bam said.

 Senate Bill No. 356 aims to provide mandatory Philhealth coverage for PWDs, to ensure that their health is protected.

 “Social services should be provided to those with the least in society. Health services should be provided to those who need it the most,” Sen. Bam said, referring to Senate Bill No. 356.

 The two measures aim to amend Republic Act 7277 or the “Magna Carta for Persons with Disability” to accommodate the latest benefits and privileges for PWDs.

 In the 16th Congress, Sen. Bam worked for the welfare of PWDs as co-author of Republic Act 10754 in the Senate. The law exempts PWDs from paying the value added tax (VAT) and gives tax incentives to persons with PWD dependents, up to fourth civil degree of consanguinity or affinity.
