Bam: New players needed to improve PH internet service

Sen. Bam Aquino still sees increased market competition as the quickest, cheapest and best solution to improve the country’s Internet service.

“The national broadband plan is a good step but increasing competition and getting more players in the telco industry is still the quickest, most sustainable solution,” said Sen. Bam, chairman of the Committee on Science and Technology.

 In previous committee hearings, Sen. Bam said it was determined by various stakeholders that more players are needed to improve Internet service while keeping prices reasonable.

 “This was the most significant finding during our Senate hearings on our slow and expensive internet in the country,” said Sen. Bam.

“It was true then, it’s true now. We have to make it easier for new internet providers to enter our market,” the senator added.

Aside from pushing for the government’s national broadband plan to improve Internet access across the country, Sen. Bam is also working for the passage of Senate Bill No. 1277 or the Free Internet Access in Public Places Act, which he sponsored and co-authored.

Sen. Bam is the co-author and principal sponsor of Republic Act 10667 or the Philippine Competition Act, which encourages healthy and fair competition in local industries by penalizing bad market behavior and abuse of dominant positions.

Senate Bill No. 1277 is expected to hurdle its third and final reading in the Senate next week.

Bam eyes protection for PH freelancers

With freelancing now a growing sector in the country’s labor force, Sen. Bam Aquino has filed a measure seeking to protect the rights and welfare of freelancers.

 “With more and more freelancers in the country, we are confronted with an urgent need to protect this new sector and empower them with ease of doing business,” Sen. Bam said in Senate Bill No 351.

 According to Sen. Bam, the bill gives freelancers the power to demand from their employer what they are rightfully due under their agreement.

 If an employer refuses to pay a freelancer for services rendered, the latter can file a complaint to the Department of Labor and Employment (DOLE), which can impose a penalty of up to P250,000 on the non-compliant party if found liable.

 “Further civil penalties will also be imposed for every day that the employer refuses to compensate the freelancer. The aggrieved party has the option of filing a civil case against his or her employer,” said Sen. Bam.

 The measure also makes it easier for freelancers to register in the Bureau of Internal Revenue (BIR) and mandates that they be exempted from tax payments for the first three years.

 “Let us waste no time in ensuring that they are not inconvenienced by red tape and that they are protected from difficult, even fraudulent clients,” said Sen. Bam.

 The bill was referred to the Committees on Labor and Ways and Means.

Senate Bill No. 2333: Minimum Take Home Pay Bill

Teachers are among our modern day heroes. They inspire and shape the youth to become productive citizens of the country. They go great lengths to provide for their families while serving the country.

With the increasing cost of living, teachers tighten their belts to get by on their modest salaries. They turn to loan agents, government and private, to make ends meet. They go into debt in order to provide for their families’ needs, even to the extent that the entirety of their salary end up going to loan payments.

How can these critical players in nation building impact the next generation if they are bombarded with financial woes? It is thus imminent that the State takes care of its own by curbing unhealthy practices and providing clear policies in support of its government servant- leaders.

By setting a minimum net take-home pay for government employees, this bill seeks to ensure that teachers and other government employees are able to meet their families’ basic needs and reduce their need to take on debts. Setting a minimum take-home amount allows an appropriate control for government employees to be able to properly budget for their households expenses.

Such measure contributes in the efforts to ensure that no one gets left behind, especially among our country’s public servants, in the progress and development of the country.

In view of the foregoing, the approval of this bill is earnestly sought.
