Sen. Bam continues productive streak, even in minority bloc

Senator Bam Aquino once again proved his willingness and ability to pass significant reforms, even after his removal as chairman of the education committee and confinement into the minority bloc.

“Kahit tayo’y nasa minorya at oposisyon, hindi ito hadlang para magtrabaho para sa ikabubuti ng bansa at ng lahat ng Pilipino,” said Sen. Bam.

Hard at work as chairman of the Committee on Science and Technology, measures to support scientists and researchers are now closer to becoming law.

One is the Balik-Scientist Act, with the bicameral conference committee report now ratified by both Houses of Congress and waiting to be transmitted to Malacanang for President Duterte’s approval.

Another is Senate Bill No. 1534, which seeks to amend Republic Act 8439 or the Magna Carta for Scientists to give scientists commensurate benefits.

The measure has been approved by the Senate on third and final reading and will be tackled by the bicameral conference committee anytime soon. 

The Open Access in Data Transmission Bill was sponsored in the Senate before session adjourned on Wednesday (March 21) while the Innovative Start-up Act is already being tackled in the plenary. Sen. Bam is the principal sponsor of all four measures.

Also, Sen. Bam spearheaded investigations into the National Broadband Plan, the Philippine Rise issue and the “nakaw load” controversy that has affected millions of prepaid mobile phone subscribers.

Sen. Bam also led the passage of Senate Bill No. 1698 or the Reservist Employment Rights Act.  The bill was approved by the Senate on third and final reading via a 16-0 vote.

Sen. Bam has 19 laws to his name, the latest being Republic Act 10931 or the Universal Access to Quality Tertiary Education Act, which he passed as principal sponsor during his 8-month stint as chairman of the Committee on Education, Culture and Arts.

Sen. Bam: Scientists now one step closer in securing well-deserved benefits

The measure that will streamline the process of providing benefits and incentives to Science and Technology (S&T) government personnel has been approved by the Senate on third and final reading.

Via a 15-0 vote, the Senate approved Senate Bill No. 1534, which seeks to amend Republic Act 8439 or the Magna Carta for Scientists to enable government to give benefits and incentives to scientists, engineers, researchers and other (S&T) government personnel.

 “Ngayong pataas ng pataas na ang presyo ng bilihin, kailangang i-secure ang kabuhayan at benepisyo ng mga Pilipino, kabilang na riyan ang ating mga scientist, engineer at iba pang may kinalaman sa pagsasaliksik,” said Sen. Bam, the principal sponsor and co-author of the measure as chairman of the Committee on Science and Technology.

“As SciTech Chair, we must show our scientists, engineers and researchers that they are valuable by ensuring they get the right support and the right benefits,” stressed Sen. Bam, adding that he will continue to push for programs and measures to support research and development opportunities in our country.

Sen. Bam saw the need to amend RA 8439 to avert the exodus of S&T professionals from crucial government agencies such as PAGASA and PHILVOLCS for greener pastures abroad. Among the reasons mentioned for their departure are uncompetitive local compensation and protracted processing of hazard pay.

If enacted into law, Senate Bill No. 1534 will remove set limits on honoraria for S&T professionals in government even when sourced from external grants and foster ease in accessing benefits for S&T personnel in departments and agencies other than the Department of Science and Technology (DOST).

 “It is high time we deliberately retain and empower our Filipino scientists, engineers, researchers and other S&T practitioners, so we may harness the benefits of S&T to further our national agenda,” said Sen. Bam.

 

4 reforms led by Sen. Bam Aquino, among Senate priorities

Sen. Bam Aquino welcomed the Senate’s commitment to pass four measures that aim to focus on the welfare of Filipino students, scientists and strengthen support for the country’s research and development and start-ups.
 
“Masaya tayo sa suportang ipinapakita ng Senado sa mga panukalang naglalayong palakasin ang suporta sa ating mga estudyante, negosyante at scientist,” said Sen. Bam, chairman of the Committee on Science and Technology.
 
“Nagpapasalamat din tayo sa mga kapwa ko senador na tumutulong na lalo pang mapagbuti at mapaganda ang mga panukalang ito para sa kapakinabangan ng maraming Pilipino,” he added.
 
The Senate has committed to pass a number of measures this year, among them are the Innovative Startup Act, Magna Carta for Scientists Act, Balik Scientist Bill and the Pagkaing Pinoy Para sa Batang Pinoy Act. Sen. Bam is principal sponsor of all four measures.
 
The Innovative Startup Act, Magna Carta for Scientists Act and the Pagkaing Pinoy Para sa Batang Pinoy Act will undergo period of amendments this week.
 
The Pagkaing Pinoy para sa Batang Pinoy Act aims to institutionalize a feeding program to provide proper and nutritious meals to kindergarten to Grade 6 students.  Aside from Sen. Bam, other co-authors of the measure are Senators Grace Poe, Gringo Honasan, Zubiri, Tito Sotto, Legarda, Cynthia Villar and Joel Villanueva.
 
The Innovative Startup Act aims to give necessary support for business startups to help them thrive and compete in the market. 
 
The amendments to the Magna Carta for Scientists aim to streamline the process of providing benefits and incentives to S&T government personnel. Aside from Sen. Bam, other co-authors of the measure are Senators Loren Legarda, Sonny Angara, Koko Pimentel, Juan Miguel Zubiri and Sherwin Gatchalian. 
 
Passed on third and final reading and just awaiting the start of the bicameral conference committee, the Balik Scientist Bill seeks to provide overseas Filipino scientist with financial benefits and incentives to encourage them to return to the Philippines and help boost the country’s research and development.
 
Principal sponsors have the responsibility of prioritizing bills in their respective committees, conducting hearings on bills assigned to their committee, defending the measures during the period of interpellation, consolidating proposals and amendments to their reforms, and leading the bicameral conference before a bill is passed into law.
 
In his four years as senator, Sen. Bam worked for the passage of 19 laws, 11 as principal sponsor.

Sen. Bam continues work on reforms for Filipino scientists and start-ups

Despite the enactment into law of one of the committee’s landmark measures — Free Internet in Public Places Act, the Committee on Science and Technology, spearheaded by Sen. Bam Aquino, will not rest on its laurels. 
 
When session resumes on Monday (January 15), Sen. Bam will continue to work on other important bills that will benefit Filipino scientists, researchers and entrepreneurs.
 
“While we consider the Free Internet Law as a major accomplishment of the science and technology committee, we are still eager to work on reforms for scientists and startups,” said Sen. Bam.
 
These measures include the Innovative Startup Act and the amendments to the Magna Carta for Scientists. The Senate recently approved on third and final reading the Balik-Scientist Act via a 13-0 vote.
 
On Monday, Sen. Bam will spearhead the period of amendments for the Innovative Startup Act and the Magna Carta for Scientists as principal sponsor of the measures.
 
The Innovative Startup Act, for its part, seeks to give necessary support for business startups to help them thrive and compete in the market.
 
The amendments to the Magna Carta for Scientists aim to streamline the process of providing benefits and incentives to S&T government personnel.
 
The Balik Scientist Bill seeks to provide overseas Filipino scientist with financial benefits and incentives to encourage some to return to the Philippines and help boost the country’s research and development.
 
The measure aims to institutionalize the Balik Scientist Program of the Department of Science and Technology (DOST), which successfully encouraged some of our scientists to return and contribute to research that will address development gaps in the Philippines.
 
Also on Monday, Sen. Bam will lead the period of amendments for the Pagkaing Pinoy Para sa Batang Pinoy Act, of which he was a principal sponsor and co-author during his time as chairman of the Committee on Education.

Sen. Bam: Filipino scientists, innovators need our support

Sen. Bam Aquino urged government and the private sector to extend support to Filipino scientists and innovators as they can help find solutions to pressing problems like poverty, weak education system and even the drug problem.

“Our scientists, innovators and researchers need all the support they can get from us. Kailangan nila ang ating suporta upang makatulong sila sa pagresolba ng mga problemang kinakaharap ng ating bansa,” said Sen. Bam, chairman of the Committee on Science and Technology.

 Through the combined efforts of the government and the private sector, Sen. Bam said Filipino scientists and innovators will be inspired to work hard for the country’s development.

 Recently, the Senate tackled the three measures sponsored and co-authored by Sen. Bam in the plenary that aim to extend needed assistance to innovative start-ups and benefits to support Filipino scientists and researchers – Innovative Startup Act, Balik Scientist Act and Magna Carta for Scientists.

 If enacted into law, innovative startups will enjoy benefits such as tax breaks and grants and other forms of assistance, including a faster process for business registration.

Innovative start-ups could also avail of technical assistance and training programs, free use of equipment, facilities and support for patenting or licensing of their product through the Intellectual Property Office of the Philippines.

The Balik Scientist Act and Magna Carta for Scientists both aim to ramp up support to Filipino scientists, engineers and researchers through financial benefits and other incentives.

  “We hope the government, the private sector and the public can have a greater appreciation for our scientists and innovators,” said Sen. Bam.

Sen. Bam sponsors 3 measures for welfare of start-ups, scientists and researchers

Sen. Bam Aquino recently sponsored three measures that aim to support Filipino scientists, engineers and innovative start-ups, believing that technology and innovative initiatives can help solve problems besetting the country. 

Recently, Sen. Bam sponsored Senate Bill No. 1532 or the Innovative Startup Act where he urged colleagues to pass the measure that provides different forms of assistance to over 200,000 innovative start-up businesses, giving them better chance of succeeding. 

If passed into law, it will provide support innovative startups through financial subsidies like tax breaks and grants and other forms of assistance such as ease of red tape in business registration. 

It will also give technical assistance and training programs, free use of equipment, facilities and support for patenting or licensing of their product through the Intellectual Property Office of thePhilippines, according to Sen. Bam, chairman of the Committee on Science and Technology. 

He also delivered his sponsorship speech for Senate Bill No. 1533 or the Balik Scientist Act and Senate Bill No. 1534 or the Magna Carta for Scientists. The two measures aim to promote the welfare of Filipino scientists, engineers and researchers. 

“The challenge for us today is to ramp up support for Filipino scientists, engineers and researchers, and to harness their talents, not just to boost industries and business, but to build a better Philippines for all,” said Sen. Bam. 

Currently, the Philippines has 189 scientists per million, far from the ideal target of 380 per million. “Our country still lacks 19, 000 scientists to meet the bare minimum that is essential and acceptable in the development of any country,” said Sen. Bam. 

Senate Bill No. 1533 aims to encourage scientists, engineers and innovators working in different parts of the world to return and help solve the country’s problems through financial incentives. 

The amendments to the Magna Carta for Scientists aim to streamline the process of providing benefits and incentives to S&T government personnel. 

“Pahalagahan po natin ang agham at teknolohiya, ang mga siyentipiko, mga inhinyero at mga researcher upang tuluyang umasenso ang Pilipinas,” said Sen. Bam.

Sen. Bam aims to promote welfare of Filipino scientists, researchers

In a move to recognize their contribution to the country’s growth in terms of research and development, Sen. Bam Aquino is pushing for two measures that will promote the welfare of Filipino scientists and researchers.

“Sad to say, the contribution and welfare of Filipino scientists and engineers and researchers are undervalued in the Philippines. That’s why many of them leave the country to look for greener pastures abroad,” said Sen. Bam, chairman of the Committee on Science and Technology.

Sen. Bam is currently working on the passage of Senate Bill 1183 or the Balik Scientist Bill and Senate Bill No. 679 or the Magna Carta for Scientists to strengthen support for Filipino scientists.

 “As Chairman of the Committee on SciTech, we need to lay the foundation of a modern and prosperous society. Proper utilization of SciTech will be crucial in this aspiration and these measures could help in achieving our goal,” added Sen. Bam.

 The Balik Scientist Program provides financial incentives for overseas Filipino scientists and facilitates their return to work on either a short-term, medium-term or long-term basis.

  The measure aims to institutionalize the Balik Scientist Program of the Department of Science and Technology (DOST), which successfully encouraged some of our scientists to return and contribute to research and address development gaps in the Philippines.

 The amendments to the Magna Carta for Scientists aim to streamline the process of providing benefits and incentives to S&T government personnel.

During a committee hearing, it was discovered that the Philippines needs 19,000 more scientists working in both government and private sector to turn the country into a significant force in research and development.

Currently, the Philippines has 189 scientists per million, far from the ideal target of 380 per million. The number also pales in comparison with other countries as South Korea and United States have 5,300 and 3,500 scientists per million, respectively. Malaysia, for its part, has 2,000 scientists per million.

 “Sa tulong ng panukalang ito, mahihikayat natin ang mga Filipino scientist sa ibang bansa na bumalik sa Pilipinas at tumulong sa pagpapaunlad ng ating research and development,” said Sen. Bam, referring to the Balik Scientist Bill.

Bam pushes for support for Filipino scientists, business startups

“We want to make sure na ang ating Filipino scientists, hindi lang sila makabalik dito at magkaroon ng opportunities sa ating bansa bagkus pati iyong mga nandito hindi na kailangan lumabas ng Pilipinas,” said Sen. Bam during the hearing of the Committee on Science and Technology which he chairs.
 
Aside from enticing Filipino scientists to return to the country, concerned government agencies must give them more opportunities to thrive through proper benefits and other forms of support.
 
Sen. Bam said his committee will focus on the passage of Senate Bill No. 679 or the Magna Carta for Scientists to help address the issue.
 
Aside from the plight of Filipino scientists, the hearing also tackled the measure providing necessary support for business startups to thrive and compete in the market.
 
“Nakita natin na full support ang DOST, ang DTI, all of the agencies are fully supportive of this bill. This will hopefully unlock our digital startup community,” said Sen. Bam of his Senate Bill No. 175 or the Innovative Startup Act.
 
Among those who expressed support for the bill were Department of Science and Technology Secretary Fortunato dela Pena, other government officials and private stakeholders.
 
“Maraming startup sa ating bansa na magagaling. They have very good ideas pero nasasayang dahil nahihirapan magsimula ng negosyo at nahihirapan sa mga regulasyon,” said Sen. Bam.
 
If enacted into law, Sen. Bam said the Innovative Startup Act will make it easier for tech startups to set up and build successful businesses in our country.

Q: When will the committee discuss Internet issues?

 Sen. Bam: Dalawa ang agency under Science and Technology. You have DOST and you have the new DICT. We’re still looking for the availability of Secretary Salalima. So we will tackle that when he’s available already.

 Marami sa amin ang nag-file na Wi-Fi in public facilities, pati na rin sa eskwelahan. That’s something we want to explore sa Committee on Education. Ang ating public schools at SUCs, may sapat na internet connectivity. Kasi napansin rin namin na kulang talaga iyong connectivity natin sa ating public schools and SUCs.

 

Q: Ano ang nakikita niyong balakid na maipasa ito?

 Sen. Bam: Actually, wala akong nakikitang balakid. Unang-una pangako ng maraming mga politiko. Pangalawa, hinahanap talaga ng mga taumbayan. Ang concern ko is kung kaya nga ba ng ating telcos na bigyan ng connectivity ang ating SUCs.

 We can pass it into law pero kung talagang mahina, kung talagang mabagal, eh, sayang din lang iyan. So we want to get a commitment also na kung gagawin natin ito, sigurado talaga na iyong speed, iyong bilis at access talagang mararamdaman ng taumbayan.

 

Q: Iyong sa Magna Carta (for Scientists), kumusta?

 Sen. Bam: Alam mo, isa ito sa mga bagay-bagay na kailangan ng ating bansa para mag-progress. Iyong ating focus sa science at math, iyong ating tulong sa mga scientists, na magkaroon ng dagdag resources sa research. Ito iyong mga bagay-bagay na kailangan mangyari so we can really move forward.

 Sabi nga ng mga resource speakers natin kanina, kulang talaga iyong support sa mga Filipino scientists. May mga provision na nakakabawas sa puwede nila makuha na suweldo and we want to correct all of this.

 We want to make sure na ang ating Filipino scientists, hindi lang sila makabalik dito, magkaroon ng opportunities dito sa aming bansa, bagkus pati iyong mga nandito hindi na kailangan lumabas ng ating bansa. Itong Magna Carta for Scientists and Science workers, isa ito sa mga bibigyan natin ng pansin in this committee.

 

Q: You spent some time with the Startup Bill. How important is this for you? What’s the potential for this getting passed?

 Sen. Bam: There’s a huge potential also because this is one of my pet bills and we really want to focus on this. At nakita naman natin na full support ang DOST, ang DTI, all of the agencies are fully supportive of this bill. This will hopefully unlock our digital startup community. Maraming startup sa ating bansa, magagaling, very good ideas pero nasasayang dahil nahihirapan magsimula ng negosyo. At nahihirapan sa mga regulasyon. So we want to make it easier for digital startups to start in our country, to sustain themselves eventually get to larger markets.

 Isa ito sa mga gusto naming itulak ngayong 17th Congress and we find a lot of support from the private sector. Of course may Silicon Valley, ang pinakasikat na startup community sa mundo.

 Mayroon din sa Israel which created Viber and Waze. We’d like to think that we have the ingredients to have a very vibrant economically viable innovative startup community. Kailangan na lang ng kaunting tulong.

 And what we want to do, gusto nating tanggalin lahat ng mga balakid sa kanila. We want to make it easier for them and create that community here. And we really feel may potential sa Pilipinas. We can really do that here.

 The startup community’s been here for a number of years already but this is the first time na binibigyan ng pansin ang kanilang concerns at nagsa-suggest ang gobyerno ng solutions na puwede nilang makuha upang mas mapadali ang proseso ng kanilang pagiging startup sa ating bansa.

 

Q: Apart from the financial incentives, ano iyong iba pang ways to help our startups?

 Sen. Bam: Alam mo, marami eh. In fact, iyong financial – isang aspeto lang iyan. Iyong isang mahalaga diyan is Ease of doing business. Pagkakaroon ng paraan na ma-recognize sila, nabibigyan ng tamang benepisyo hindi lang sa pera pati rin sa personnel, pati rin sa office space or co-working spaces.

 So the bill is very comprehensive. It’s more than just financial support. It tries to make it easier for people to start up their businesses. It makes it easier for foreigners to also come here para magsimula dito.

 Kasi nakikita natin na maraming dayuhan na maraming karanasan sa ibang bansa na gustong magtayo ng mga negosyo dito sa startup scene.

 And everytime they come here, whether they are Fil-Ams, or even foreigners mismo na napamahal sa Pilipinas. When they come here bringing their experience, mas lumalago iyong ating ecosystem.

 Lumalago iyong karanasan ng mga startups dito at nagiging mas evolved sila at mas tumataas iyong level nila. We’re hoping we can also make it easier for them to set up here.

 Mahalaga na may support – iyong financial support, ease of doing business at pagkakaroon ng komunidad na sila-sila rin magtulungan na ma-create nila iyong komunidad so we can compete with the rest of the world.

 

Q: Nabanggit niyo po -this innovative startup is not just for Filipinos?

 Sen. Bam: Well, it creates space for foreigners to also set up here or they can join Filipino companies here.

 

Q: But don’t you think iyong competition, malamangan iyong mga Filipino startup?

Sen. Bam: Well, unang-una kasi iyong ganyang mentality – iyan iyong type of mentality na hindi nakaka-progress ang mga communities. If you look at silicon valley, if you look at other startup communities around the world, there’s competition but there’s also a lot of cooperation.

 There’s also a lot of cross-learning. That’s the way that these communities really thrive, eh. Nagkakaroon ng exchange of ideas, technology and personnel. Iyan iyong paraan para talagang ma-develop iyong community. You have to allow that exchange to happen.

 Yes, they’re competing with each other but through that competition, lumalabas iyong totoong galing at nagkakaroon ng cross-learning.

 So, mahalaga iyon. Kung mananatili tayong isolated at insular, hindi talaga tayo mag-po-progress but if we want to be competitive, kailangan handa tayong tumanggap ng tao mula sa iba’t-ibang bansa. Makikipagkumpitensya sa kanila pero also makuha rin ang kaalaman nila.
