Sen. Bam Committed to Supporting MSMEs in Zamboanga

Zamboanga City – Senator Bam Aquino visited Zamboanga City last Thursday to launch the 4th Negosyo Center in the region and the 73rd in the country.

“We’re proud to have this center up in Zamboanga City. Alam po natin na napakaganda ng potensyal dito,” said Sen. Bam, chairman of the Senate Committee on Trade, Commerce and Entrepreneurship.

Sen. Bam is the main author of Republic Act 10644, or the Go Negosyo Act, which mandates the creation of Negosyo Centers in all provinces, cities and municipalities in the country.

It is the Senator’s advocacy to achieve inclusive growth through enabling and empowering micro, small, and medium enterprises (MSMEs).

“For our MSMEs, it’s not about protection but about competition. It is about enabling them and giving them the support so they can compete in larger markets,” said the neophyte Senator, “How can they compete? They can compete kung meron silang puhunan, kaalaman, at access sa malalaking merkado.”

It is the objective of the newly inaugurated Negosyo Center, located at the DTI provincial office along Veteran’s Avenue, to provide access to bigger markets and financing for businesses while simplifying the business registration process.

As for the major challenge faced by Zamboanga’s entrepreneurs, the Senator hopes to work closely with the local government unit to look into the energy crisis.

“Kung walang kuryente, walang negosyo so I know how important it is,” he said, “We need to take a closer look at it. We will work with Mayor Beng Climaco and Chairman Chris Arnuco to figure out how to handle this better.”

Overall, Sen. Bam believes that spurring a thriving MSME sector is the key to spreading the economic surge the country is experiencing.

“We want to see our MSME succeed because if they are successful, they provide jobs, the local economy will grow, and we create value of our countrymen,” he said, “We’re hoping that through this center, we can provide tangible support to our MSMEs.”

Four Laws in Two Years for Bam

Four laws in two years.

These were just some of the accomplishments of Sen. Bam Aquino, the youngest senator in the 16th Congress, during his first two years in office.

Included in the four laws authored, co-authored and principally sponsored by Sen. Bam is the landmark Philippine Competition Act or Republic Act 10667, which was passed under his watch as chairman of the Senate Committee on Trade, Commerce and Entrepreneurship, after it gathered dust in the legislative mill for almost 25 years.

Recently signed into law by President Aquino, the Philippine Competition Act will level playing field for all businesses by penalizing anti-competitive agreements and abuses of dominant players, aside from eliminating cartels that control supply and prices of goods in the market.

Aside from the Philippine Competition Act, the Foreign Ships Co-Loading Act was also signed into law by the Chief Executive.

The Foreign Ships Co-Loading Act or Republic Act 10668 will allow foreign ships carrying imported cargoes and cargoes to be exported out of the country to dock in multiple ports.

The law aims to reduce logistics costs for producers, create a more efficient import and export system, and lead to lower prices for consumers.  It will also help in decongesting the major ports in the country.

Last year, the Go Negosyo Act and the Philippine Lemon Law were signed into law by President Aquino.

Sen. Bam’s campaign promises of spurring jobs and enterprise development, levelling the playing field, and ease of dong business were further fulfilled with these macro economic reforms together with the establishment of Negosyo Centers all over the country through the Go Negosyo Act.

“Just as we promised, we have worked tirelessly for the passage of these measures that will create jobs and livelihood for fellow Filipinos and a better business climate for our micro, small and medium enterprises (MSMEs),” said Sen. Bam.

In addition, the President is also expected to sign the Youth Entrepreneurship Act soon.

The Youth Entrepreneurship Act, co-authored and principally sponsored by Sen. Bam, is touted to be an effective tool to solve the growing number of jobless youths in the country, which currently stands at 1.32 million.

The enactment of this into law will make Sen. Bam’s portfolio of laws to five in two years.

“Hindi mahalaga ang edad, kung bagito ka man o beterano sa posisyon natin. Ang mahalaga, kailangang nagtatrabaho tayo para sa kapakanan ng sambayanan na siyang naglagay sa atin sa trabahong ito,” added Sen. Bam.

Moreover, the Responsive, Empowered, Service-Centric Youth Act, which aims to institutionalize youth participation in disaster risk and reduction planning, was passed on third reading.

He was also able to file a committee report on the Mircofinance NGOs Act, which aims to empower the sector that provides microfinancing services to micro businesses.

Aside from his legislative work, Sen. Bam also initiated an investigation into the country’s expensive and slow Internet connection.

The investigation has produced several victories that will help improve the country’s Internet service. It encouraged telecommunication companies to embrace IP peering with the Department of Science and Technology (DOST) while the Department of Justice (DOJ) has released guidelines against deceptive or misleading Internet print, TV and radio advertisements.

The National Telecommunications Commission (NTC), for its part, is also expected to craft a memorandum circular that will set the quality of standards for all telecommunication companies to follow, be it broadband or DSL.

Sen. Bam also looked into the port congestion that hounded the Port of Manila early this year. After several hearings, port operations went back to normal, with utilization rate now between 70 to 80 percent.

Lastly, Sen. Bam worked together with the Department of Trade and Industry (DTI), local governments, the academe, business clubs and other private groups in the establishment of Negosyo Centers that will assist small businesses.

Through the Go Negosyo Act, the Negosyo Centers aim to provide ease of doing business, access to business training & education, development services and financing for the growth of MSMEs.

As of this month, 61 Negosyo Centers have been established and 50 more are expected to be put up by the end of the year.

BIDA KA!: Negosyo, Hataw Na!

Mga Bida, nitong nakaraang mga linggo, kabi-kabila ang ginawang inagurasyon ng Negosyo Center sa iba’t ibang panig ng bansa.

Kamakailan, nagtungo ako sa Daet sa Camarines Norte at Batangas City para pangunahan ang pagbubukas ng tatlong Negosyo Center doon.

Maliban dito, sunud-sunod din ang inagurasyon ng Negosyo Center sa Bataan, Baguio City, Benguet, Tabuk City, Lagawe, Bontoc, Pagadian, Alaminos City, Agusan del Sur at Ozamis City.

Ito’y dagdag pa sa mga naunang binuksan sa Cagayan de Oro, Iloilo City, Aklan, Bulacan, General Santos City, Butuan and Albay.

Mga Bida, kung inyong naaalala, ang Go Negosyo Act ang unang batas na naipasa natin sa ating termino, kung saan magtatayo ng Negosyo Center sa bawat probinsya, siyudad at munisipalidad sa bansa.

Sa tulong ng Negosyo Center, maiuugnay ang mga negosyante, lalo na ang maliliit, sa mas malalaking merkado at mga nagpapautang, at magkakaroon ng pinasimple at pinag-isang business registration process, na magpapabilis ng proseso sa pagtatayo ng negosyo.

Sa taya ng Department of Trade and Industry (DTI), aabot sa 55 Negosyo Centers ang nakatakdang buksan sa pagtatapos ng linggong ito.

Bago magpalit ng taon, inaasahan ng DTI na aabot sa 140 Negosyo Centers ang bubuksan, higit pa sa unang target na isandaang centers sa 2015.

Mga Bida, nakakatuwa rin na sa bawat binubuksang Negosyo Center o maging sa workshop na ginagawa ng aming tanggapan, may natutuklasan tayong mga kuwentong magsisilbing inspirasyon at gabay ng sinumang nais magnegosyo.

Mula nang buksan ang Negosyo Center sa Cagayan de Oro, na siyang kauna-unahan sa Pilipinas, dinagsa na ito ng napakaraming negosyante.

Sa unang buwan pa lamang nito, mahigit 500 kliyente na ang napagsilbihan nito, kahit na wala pa itong masyadong patalastas na nagawa.

Noong binuksan natin ang Negosyo Center sa Kalibo, napag-alaman natin na limang porsiyento lang ng mga produkto at iba pang pangangailangan ng mga beach resort sa Boracay ang kinukuha sa lalawigan.

Karamihan sa mga produktong ginagamit o ibinebenta sa Boracay ay mula pa Cebu, Bohol at iba pang kalapit na lalawigan. Ang iba nga, inaangkat pa mula sa mga kalapit-bansa natin sa Southeast Asia.

Ito ang isa sa mga hamon na kakaharapin ng Negosyo Center na binuksan sa nasabing lugar – ang iugnay ang mga produkto ng lalawigan sa mga malalaking negosyo sa Boracay. Kung magagawa ito, kikita ang mga negosyo ng mga Aklanon, magkakaroon ng mas maraming trabaho roon at uunlad ang buong ekonomiya ng Aklan!

Sa workshop sa La Union, naimbitahang speaker si Cat Patacsil ng social enterprise na First Harvest, at tinalakay niya ang kanyang karanasan sa paghahanap ng honey bilang pangunahing sangkap ng kanyang negosyo.

Pagkatapos, nilapitan siya ng mga kinatawan mula sa lalawigan ng Benguet, na siya palang pinakamalaking producer ng honey sa bansa. Pinag-usapan nila kung kayang tapatan ng produksyon ng mga taga-Benguet ang pangangailangang honey ng First Harvest.

Naiugnay natin ang isang negosyo at supplier para magtulungan sa produksyon ng peanut butter. Panalo ang nangyaring ito para sa lahat!

Ang huling kuwento natin ay tungkol sa mainit na pagtanggap ng mga Bicolano sa mga Negosyo Center na ating binuksan sa Daet.  Pumunta tayo roon para buksan ang dalawang Center – isa sa siyudad ng Daet, at ang isa ay para sa buong probinsya ng Camarines Norte.

Lalo pang napukaw ang interes ng mga taga-Daet nang igawad ng Small Business (SB) Corporation ang P1 milyong loan sa isang negosyante na nagbibiyahe ng iba’t ibang produkto.

Isa lang ito sa mga serbisyong makukuha ng mga negosyante sa Negosyo Center.

Mayroon tayong iba’t ibang microfinance institutions na handang makipagtulungan upang magbigay ng puhunan sa maliliit na negosyante sa napakababang interes nang walang collateral.

Kasalukuyan nating iniipon ang listahan ng mga nakabukas nang Negosyo Center at ilalagay namin ito, kasama ng kanilang mga address at numero sa www.bamaquino.com.

Mga Bida, ngayong nagkalat na at patuloy pang nadadagdagan ang Negosyo Centers sa iba’t ibang bahagi ng Pilipinas, asahan pa ang pagdami ng mga kuwentong magbibigay sa atin ng inspirasyon, gabay at maging aral sa ating pagnenegosyo!

Siyempre, kabilang sa mga napag-usapan namin ang pinakamainit na usapin sa kasalukuyan na laman ng balitaktakan sa iba’t ibang bahagi ng bansa — ang pork barrel scam.

Isa mga natanong sa akin ay kung apektado ang trabaho ng Senado sa pagkawala ng pork barrel.

Ito ang sabi ko: “Ang trabaho ng senador o kongresista ay gumawa ng polisiya at batas para sa kapakanan ng samba­yanang Pilipino.

“Without the PDAF, it really forces you to focus on legislative work. Iyan na ang nagiging focus namin but then again, just because wala ka nang PDAF, it doesn’t mean you cannot engage in programs.”

May nagtanong sa akin noon, senator paano po ba iba­balik ang tiwala sa Senado ngayong bagsak na bagsak ang ti­wala sa inyo?

Ang sabi ko naman, “No amount of words will get the people’s trust back. It’s really your output and your work.”

“Kapag nakikita na nagtatrabaho ka para sa kapakanan ng tao, maybe at some point babalik ang tiwala nila sa iyo. We just commit to work hard and make sure na ang mga na­ipangako natin noong kampanya ay gagawin natin.”

Sa nasabi ring forum, nabigyan ako ng pagkakataon upang matalakay ang Go Negosyo Act, isa sa pangunahing panukala na aking isinumite sa unang taon ko bilang mambabatas.

Sa tulong ng Diyos at sa suporta ninyo, mga Bida, nais kong ibalita na pirma na lang ni Pangulong Noynoy Aquino ang kulang at ganap nang magiging batas ang Go Negosyo Act.

Bago nagsara ang sesyon ng Kongreso kamakailan ay niratipikahan na ang inilabas na bicameral committee report. Pagkatapos nito’y ipadadala na sa Malacañang para ma­pirmahan ng Pangulo.

Ang ganap na pagsasabatas sa Go Negosyo Act ay isang malaking tagumpay para sa maliliit na negosyante sa bansa, o ang mga micro, small and medium enterprises (MSMEs).

Lalong mahalaga para sa MSMEs ang Go Negosyo Act dahil sila ang bumubuo ng 99 porsiyento ng mga negosyo at siyang nagbibigay ng 66 porsiyento na trabaho sa bansa.

Sa tulong din nito, mabibigyan ang mga Pilipino — mula sa simpleng maybahay hanggang sa ordinaryong empleyado — ng tsansa para magtatag ng sariling negosyo para matustusan ang inyong pangangailangan.

Isa sa mga inaasahang makikinabang sa pagsasabatas nito ay ang Kabalikat sa Kaunlaran sa Baseco Inc., isang people’s organization na tumutulong sa mga residente ng Baseco sa Tondo na magkaroon ng dagdag na kita mula sa paggawa ng bag na yari sa balot ng junk food at juice.

Dati, ang mga residente ng Baseco ay nabubuhay lang sa pagba­balat ng bawang kung saan kumikita sila ng P75 kada araw.

Sa tulong ng KKBI, ang mga residente na naging kasapi nito ay kumikita ng P800 hanggang P1,500 kada linggo depende sa demand sa kanilang produkto na ibinebenta sa mga mall at mga puwesto sa World Trade Center.

Subalit, pansamantala munang tumigil ang kanilang produksyon dahil sa kawalan ng dagdag na merkado kung saan maaari nilang ibenta ang kanilang produkto.

Maliban pa rito, apektado rin ang KKBI sa kawalan ng ideya para sa bagong produkto, na hinihiling ng mga supplier sa kanila.

Sa tulong ng Go Negosyo Act, mabibigyan sila ng pagkakataon para mapalawak ang kanilang merkado at training na maaari nilang magamit sa paggawa ng bagong produkto.

At kung kailangan nila ng puhunan, magkakaroon sila ng access sa kapital sa mga itatayong Negosyo Center.

Maliban sa mga serbisyong ito, pabibilisin ng Negosyo Center ang pagpaparehistro at pagsisimula ng negosyo ng mga gustong magkaroon ng alternatibong kabuhayan.

Kalibo’s Negosyo Center to Boost Local Economy, Contribute to Country

KALIBO, Aklan – Local officials here expressed optimism that the opening of the Negosyo Center here will help the smaller enterprises keep up with big businesses in the province.

“The establishment of a pioneering Negosyo Center in the province will empower micro, small and medium enterprises (MSMEs) as they compete with big businesses,” said Aklan Gov. Florencio Miraflores.

“As envisioned by Senator Bam Aquino, the Negosyo Center will also boost job generation and promote inclusive growth in Aklan,” he added.

Sen. Bam, author of Republic Act 10644 or the Go Negosyo Act, led the formal opening of the Negosyo Center here Friday together with Kalibo mayor William Lachica, other local officials, representatives from the Department of Trade and Industry (DTI) and other stakeholders.

The Negosyo Center, located at the ground floor of the DTI-Aklan office at Veterans Avenue, is the fourth in the country, next to Cagayan de Oro, Iloilo City and Daet.

Last year, Kalibo ranked third in the National Competitiveness Council (NCC) list in terms of overall competitiveness. In terms of local economy, the municipality ranked 11th and 1st in government efficiency.

The province of Aklan earned some P43.78 billion from the tourism industry in 2014, mainly from local and foreign tourists who visited the world-class Boracay island.

“The Negosyo Center will help Aklan supplement its robust tourism industry with the establishment of new businesses,” said Sen. Bam.

The “Go Negosyo Act” provides for the establishment of Negosyo Centers in provinces, cities and municipalities in the country.

The Negosyo Center will provide access to linkages to bigger markets for businesses, and a unified and simplified business registration process, thus helping ease of doing business and fast-track government processes in putting up a business.

“By making business registration simpler and more efficient, we hope to encourage more Filipinos to start their own small businesses to stimulate the local economy,” Sen. Bam stressed.

Sen. Bam said the Negosyo Center will also help link up entrepreneurs with microfinance institutions that provide financing without collateral.

In addition, the Negosyo Centers will provide courses and development programs, training, advice on business conceptualization and feasibility, management, capability building, human resources, marketing and other support services.

Sen. Bam expects that around 100 Negosyo Centers will be established in different parts of the country this year.

“Walang Pilipino dapat na maiwan sa natatamasang kaunlaran ng bansa,” Sen. Bam emphasised.  “Kailangan, sama-sama tayong aangat.”

Iloilo Entrepreneurs to Enjoy Access to Capital from Negosyo Center

ILOILO CITY — Entrepreneurs and would-be businessmen will now enjoy access to financing and other assistance with the opening of the country’s second Negosyo Center onFeb. 6 at the Department of Trade and Industry (DTI) building this city.

Senator Bam Aquino, author of Republic Act 10644 or the “Go Negosyo Act”, will formally open the Negosyo Center together with several local and DTI officials, led by Secretary Gregory Domingo, Undersecretary Zenaida Maglaya, Iloilo Governor Arthur Defensor, City Mayor Jed Patrick Mabilog and League of the Municipalities of the Philippines Iloilo Chapter Head Neil Tupas.

The “Go Negosyo Act” provides for the establishment of Negosyo Centers in provinces, cities and municipalities in the country.

“The opening of a Negosyo Center in Iloilo City will boost the development of micro, small and medium enterprises, creating jobs and livelihood in the community,” said Sen. Bam.

Sen. Bam said the Negosyo Center will provide a unified and simplified business registration process, thus helping ease of doing business and fast-track government processes in putting up a business in Iloilo City.

“By making business registration simpler and more efficient, we hope to encourage more Filipinos to start their own small businesses to stimulate the local economy,” Sen. Bam emphasized.

Iloilo has been ripe for investment and economic growth. In 2012, it recorded an impressive expansive growth of 7.5%, even surpassing the national growth rate of 6.6%.

Aside from ease of doing business, Sen. Bam said the Negosyo Center will help link up entrepreneurs with microfinance institutions that provide financing without collateral.

“We aim to develop and spur the rice, sugar cane, hog and commercial fishery industries of Iloilo. We want them to grow into bigger businesses and be able to compete in larger markets,” added Sen. Bam

In addition, the Negosyo Centers will provide courses and development programs, training, advice on business conceptualization and feasibility, management, capability building, human resources, marketing and other support services.

Life Bank Foundation Inc. president Manuel Perlas hailed the establishment of the Negosyo Center here, saying it will open up horizon for entrepreneurs to enhance their business skills and expand their networks.

“We hope this will reinforce the growth of bayanihan economics that is critically needed for poverty eradication to take root throughout the country,” Perlas said.

The Negosyo Center in Iloilo City is the second in the country, next to Cagayan de Oro, which was established last November.

As mandated by RA 10644, Sen. Bam expects that around 100 Negosyo Centers will be established in different parts of the country this year.

“With the help of DTI, I hope we can reach or even exceed our target for this year,” Sen. Bam said.

First Negosyo Center Launched in Cagayan de Oro

It’s all systems go for the Go Negosyo Act with the launching of the country’s first-ever Negosyo Center today (Thursday) in Cagayan de Oro City.

“The opening of the first Negosyo Center in the country eases the doing of business in the city, as it will help fast-track government processes in putting up a business,” said Senator Bam Aquino, author of Republic Act 10644 or the Go Negosyo Act.

“The Negosyo Center will boost the development of micro, small and medium enterprises, creating jobs and livelihood in the community,” the senator added.

Aquino said the Cagayan de Oro Negosyo Center will be the first of many, as RA 10644 mandates the creation of such in all provinces, cities, and municipalities in the country.

“We are closely working with the Department of Trade and Industry (DTI) to establish more Negosyo Centers all over the country,” Aquino said.

Aquino said Negosyo Centers will provide a unified and simplified business registration process, making it easier for entrepreneurs to register and start up their businesses, as well as gain access to sources of financing.

“By making business registration simpler and more efficient, we hope to encourage more Filipinos to start their own small businesses to stimulate the local economy,” Aquino added.

In addition, the Negosyo Centers will provide courses and development programs, training, advice on business conceptualization and feasibility, financing, management, capability building, human resources, marketing and other support services.

“We call on the businessmen and entrerpreneurs of Cagayan de Oro to engage with the Negosyo Center and give feedback on its operations so we can continuously improve its services to the public, as we replicate it nationwide,” Aquino added.

The DTI provincial office at the ground floor of Antolin Building in Cagayan de Oro City will house the first Negosyo Center in the country.

Aquino will attend the launch together with invited local officials, Cagayan de Oro City Vice Mayor Caesar Ian Acenas, Misamis Oriental 1stDistrict Rep. Peter Unabia and Governor Vicente Emano.

Also attending the event are DTI undersecretary Zenaida Maglaya, DTI Misamis Oriental provincial director Eliza Pabillore, assistant director Jerry Clavecillas of the Bureau of Small and Medium Enterprises Development and assistant regional director Linda Boniao of DTI Region 10.

The DTI will also sign a memorandum of agreement (MOA) with several industry partners to provide technology enablement and coaching sessions for MSMEs.
