Sen. Bam: Only an independent Senate can push country forward, protect its citizens

Only an independent Senate that is not beholden to anyone will push the country forward as it will work for the interest of the Filipino people, Sen. Bam Aquino stressed.

“Kung ang Senado ay sunud-sunuran lamang sa kagustuhan ng administrasyon, walang pipigil sa mga polisiya na nagnanais taasan ang buwis ng mga mamamayan, mga batas na nagpapataas ng presyo ng mga bilihin,” said Sen. Bam, who is running for re-election under the Otso Diretso coalition.

 Sen. Bam said an independent Senate will prevent the passage of any law that is detrimental to the welfare of the public, like the controversial Tax Reform for Acceleration and Inclusion (TRAIN) Law that burdens the Filipino people with high prices of food and other goods.

An independent Senate also ensures check and balance between branches of government and serves as watchdog against corruption, guaranteeing that those involved in anomalies will be punished.

“Ang isang independent Senate ay magbabantay laban sa mga magnanakaw sa pamahalaan at maniniguro na ang mga ito’y mapaparusahan,” stressed Sen. Bam.

An independent Senate will also guarantee that the will of the people is being followed, and not just serve as a rubber stamp of the administration.

 “Napakahalaga ang ibang boses sa Senado dahil ito ang maninigurado na ang sinusunod ay di lang ang kagustuhan ng administrasyon kundi ang kagustuhan ng taumbayan,” said Sen. Bam.

Also, attempts to change the 1987 Constitution to remove term limits of elected officials and change the system of government to fit their political agenda will have no chance under an independent Senate.

 Sen. Bam stressed that an independent Senate can be achieved by selecting candidates that will work for the welfare of the people and not serve the interest of the administration.

“Sa darating na Mayo, kilatisin nating maigi ang mga kandidato para matiyak na sila’y magsisilbi para sa interes ng bayan at hindi para sa kapritso ng administasyon,” said Sen. Bam.

In his almost six years as senator, Sen. Bam has 40 laws to his name, including the landmark Free College Law that he pushed as principal sponsor during his time as chairman of the Committee on Education.

Sen. Bam: Independent Senate to safeguard welfare of Filipino people

Sen. Bam Aquino warned against a rubber-stamp Senate, stressing that an independent Upper Chamber will ensure that the welfare and interest of the Filipino people are protected.
 
“Hindi ito kampihan sa administrasyon o oposisyon. Dapat kinakampihan natin ang mga Pilipino,” said Sen. Bam, who is running for re-election under the Otso Diretso banner.
 
“Kailangan po nating tiyakin independent ang susunod na Senado para sa kapakanan ng taumbayan,” added Sen. Bam.
 
Sen. Bam underscored the importance of an opposition in the Senate, saying the country and the Filipino people will suffer if the Upper Chamber will simply give in to every desire of the administration.
 
“Hindi po makakabuti sa bansa kung ang lahat ng nasa Senado ay susunod na lang lagi sa gusto ng administrasyon. Kailangan na may titindig para sa interes ng taumbayan,” Sen. Bam said.
 
In the case of the Tax Reform for Acceleration and Inclusion (TRAIN) Law, Sen. Bam said he voted against its ratification despite the heavy pressure coming from the administration as he is convinced that it will burden the Filipino people with high prices of food and other goods.
 
“Hindi po ako tumutol sa TRAIN Law dahil nasa oposisyon tayo. Tumutol po ako dahil responsibilidad ko na bantayan ang kapakanan ng taumbayan na siyang pahihirapan ng batas na ito,” said Sen. Bam.
 
However, Sen. Bam clarified that he’s willing to work with the administration when the welfare of the Filipino people is at the forefront.
 
Proof of this is the free college law, which Sen. Bam pushed as principal sponsor during his time as chairman of the Committee on Education in the 17th Congress.
 
“Ganyan po ang ginawa natin kaya naisabatas ang Free College Law. Dahil sa pakikipagtulungan, kahit kapos makakatapos,” said Sen. Bam, who has 35 laws to his name in almost six years as legislator.

Sen. Bam on House’s plan to continue with Con-Ass even without Senate’s participation

Nagkakaisa ang Senado na hindi kami magpapa-pressure sa timetable ng House of Representatives.

Dadaan kami sa naaayon na proseso at panahon na bumabagay sa kahalagahan ng gagawing proseso ng pagbabago sa Saligang Batas.

 Higit sa lahat, sisiguraduhin namin na naiintindihan at kasapi ang taumbayan sa mga usapin, debate at desisyon.

 Tungkulin namin na ang anumang prosesong pagdadaanan ay para sa taumbayan at hindi lamang para sa mga politiko.

Sen. Bam Aquino’s Explanation of No-Vote for TRAIN Ratification

Thank you, Mr. President.

First of all, Mr. President, let me just say that my no vote at the ratification is by no means an indication of the leadership and the diligence of our Chairman. Our Chairman worked very hard for this bill, and I believe he really did his best to come up with the best version that he could, with the circumstances given to him.

However, Mr. President, if I I could explain my vote, the DOF knows that there was really one major provision or one major aspect of this bill that was important to this representation. At yun, Mr. President, yung epekto ng batas na ito sa napakaraming mahihirap sa ating bansa.

Totoo po, Mr. President, merong 6 million Filipinos ang matutulungan ng batas na ito. 6 million Filipinos, in fairness, Mr. President, and will congratulate this portion of the bill, will go to the larger take-home pay. However, Mr. President, in the records of the Department of Finance, in their deliberations, in their presentations to the individual senators, lumalabas po talaga na dahil sa pagtaas ng bilihin, we’re looking at the bottom 40% of the Filipino people who will carry the brunt of the tax reform because of the increase in prices.

Now, Mr. President, a lot of us have raised this issue. At yung na-mention po ng DOF na tulong sa ating mga kababayan ang unconditional cash transfer. In short, Mr. President, yung pang-balanse sa napakaraming pamilyang Pilipinong naghihirap dahil sa pagtaas ng presyo ng bilihin, at yung pagbibigay ng 200, or- ngayon po 200 pero initially in the Senate version 300 pesos per month na tulong, financial assistance to the bottom, roughly 10 million families to help them with the increase in prices because of the tax reform. Mr. President, with that assertion, marami po sa atin, napanatag ang kalooban.

However, Mr. President, lumabas po doon sa ating interpolation, at lumabas po doon sa ating pananaliksik ng DOF at ng iba pang mga ahensya, na hindi po kayang i-implement ang programang iyon na kasabay sa pagtaas ng presyo ng ating bilihin.

And Mr. President, yun po siguro yung isang bagay na para sa akin, hindi ko pwedeng suportahan ang batas na ito kung hindi maisasabay  ang tulong na pinansyal sa ating mga kababayan doon sa pagtaas ng taxes ng napakaraming produkto sa ating bansa. And I hope, Mr. President, this no-vote will spur our agencies to work faster, and this is, of course, DOF, DSWD, and other concerned agencies, na sana po, hindi gaya ng sabi nila, na hindi kayang isabay ang programa doon po sa pagtaas ng presyo ng mga bilihin. Sana po mahanapan pa po nila ng paraan, na sa madaling panahon, masabay po nila yung programang tulong na pinansyal sa mga kababayan natin doon po sa pagtaas ng taxes sa napakaraming presyo, sa napakaraming bilihin sa ating bansa. And because of that, Mr. President, I, unfortunately, cannot support this measure. Thank you, Mr. President.

Sen. Bam votes to stop TRAIN from passing Congress

The tax reform package will increase prices for all Filipinos without the necessary safeguards to protect our poor countrymen.
 
This is the reason given by Senator Bam Aquino as he rejected the approval of the Tax Reform for Acceleration and Inclusion or TRAIN.
 
While Sen. Bam is a co-author of the income tax reform bill and is in full support of increasing the take home pay of many Filipino working class, he voted no to the bundled tax reform package due to the provisions on excise tax on fuel and sweetened beverage tax, which will lead to higher prices of goods and services. 
 
“I cannot, in good conscience, vote for the approval of this tax reform package. Hindi ako pabor sa mga probisyon na magdudulot ng pagtaas ng presyo ng bilihin, lalo na dahil ang mga mahihirap na Pilipino ang pinaka tinatamaan dito,” said Sen. Bam on his no-vote for the tax reform package.
 
To cushion the blow to the poor, the Department of Finance proposed a cash transfer program with a P200 monthly financial assistance on the first year and P300 monthly financial assistance for the second and third year to help cover the increase in prices of basic goods.
 
But during the period of amendments in the Senate, Sen. Bam’s proposal requiring the financial assistance mechanism to be in place before taxes are increased was not accepted.
 
“Hindi dapat ipataw ang mga bagong tax na magpapataas ng presyo ng bilihin, tulad ng excise tax on fuel, hangga’t hindi nasisigurado ng gobyerno na magiging maayos ang unconditional cash transfer program,” Sen. Bam stressed.
 
The DOF admitted that they cannot implement the financial support program for poor families in time for the price increases because of TRAIN next year.
 
The senator also lamented that the government is forcing hardworking Filipinos to compensate for our inefficiency in tax collection of both the Bureau of Customs and the Bureau of Internal Revenue (BIR).
 
Based on data from the Finance Department, Sen. Bam said the government can still collect an additional P726 Billion or 6.44% of GDP if we simplify, address inefficiencies and remove loopholes in BIR.
 
The government can still collect at least P231 billion or equivalent of 2% of GDP if the P1.8 Trillion importation gap or smuggling is resolved by BOC.
 
“Para sa pamilyang Pilipino, lalo na para sa mga mahihirap nating kababayan, kontra po ako sa pagtaas ng buwis at pagtaas ng presyo,” Sen. Bam said.

We, members of the minority, support the position of Mindanaoans for NO martial law extension in their home island. Lifting military rule, specifically in Marawi, will hasten the return of affected residents to their homes, according to its citizens. 
 
Martial law, together with the air strikes, was the reason why they fled Marawi in the early days of the Maute siege. And martial law is also the reason why they are afraid to return, even in cleared areas. 
 
After the pronounced liberation of Marawi and the announced focus on rehabilitation and trade, what will be the role of the people of Marawi in the planning and rehabilitation of their city? 
 
What guarantees do they have that they can return to their old location and start life anew? As security forces reign supreme during martial law, would not military rule actually get in the way of a people-centered rebuilding and rehabilitating of the once vibrant city? What is the need for martial law? Would martial law suspend bidding for the reconstruction of the city?

Sen. Bam: Heavier penalty for government officials acting as source of fake news

Sen. Bam Aquino believes that government officials acting as source or spreading fake news should be meted with a heavier penalty, saying they should be more responsible for their statements as public servants.

“Panahon na para gumawa ng batas para sa fake news at panagutin ang mga nagkakalat nito, lalo na kung sila ay tauhan ng pamahalaan. Dapat lang na mas mabigat ang parusa sa mga lingkod bayan na nagkakalat ng pekeng balita,” said Sen. Bam.

“Public servants should be held to a higher standard,” he added.

During the Senate hearing on fake news, Sen. Bam said both majority and minority senators agreed to fight fake news through legislation. Sen. Joel Villanueva recently filed a measure aimed at punishing persons spreading fake news, including government officials 

“Freedoms have limits  May hangganan ang kalayaan. Ito ang dahilan kung bakit mayroon tayong batas kontra libel at laban sa anumang pagbabanta ng ibang tao,” explained Sen. Bam.

Sen. Bam also called as “premature” the pronouncement of President Duterte that no law against fake news will passed during his term.

“Premature pa iyan. Kasi kaka-hearing pa lang natin, at sa totoo rin lang, marami pang mag-e-engage dito sa batas para mas mapayaman ito. So tingnan natin kung saan ito pupunta,” said Sen. Bam.

Sen. Bam also stressed that it’s high-time that platform and netizens behind the spread of fake news, misinformation and black propaganda online should be punished.

 “Panahon na rin sa ating bansa na magkaroon ng ganyang rules dito,” said Sen. Bam, adding that this legislation could help create clear rules of engagement for social media.

Sen. Bam to call for public hearing on LTFRB-TNVS issue

senator plans to call for a hearing to iron out issues between the Land Transportation Franchising and Regulatory Board (LTFRB) and operators of Transport Network Vehicles (TNVS) for the welfare of thousands of commuters who are relying on the innovative means of transportation.

“Sa away na ito, ang mga nagko-commute at mga driver ang pinakatalo. All parties must sit down and iron this out,” said Sen. Bam Aquino.

“Habang hindi pa naaayos ang mga regulasyon, publiko ang mapeperwisyo. Dapat magkaroon ng kompromiso para sa kapakanan ng ating mananakay,” added Sen. Bam.

Sen. Bam said the LTFRB and TNVS must find a way to reach a compromise and determine the best way forward in terms of requirements in getting a franchise.

Sen. Bam also filed Senate Bill No. 696 or the Rideshare Support Company Act, which aims to promote and encourage new, affordable and safe transportation options for the commuting public, like Uber and Grab.

The measure seeks to clarify regulations governing Transportation Network Companies, or Rideshare Support Companies (RSCs), as well as Rideshare Network Drivers and Vehicles.

“In any industry, increased competition often leads to improved quality, improved service, and lower prices for consumers. For the commuting public, this is a change they have long clamored for,” said Sen. Bam.

Once approved, RSCs must obtain certificate of accreditation from LTFRB before getting an authority to onboard qualified Rideshare Network Driver (RND) after a thorough background check and submission of pertinent documents.

Qualified RNDs must also have a minimum P200,000 per passenger personal accident insurance by licensed Philippine insurer.

Sen. Bam: Free college education to become a law August 5 or earlier

Sen. Bam Aquino expects the measure providing free education in state universities and colleges (SUCs), local universities and colleges (LUCs) and tech-voc schools to become a law on August 5 or earlier.

According to Sen. Bam, the ratified version of the measure was transmitted to the Office of the President for Duterte’s approval on July 5. Unless President Duterte vetoes it or signs it earlier, it will automatically lapse into law after 30 days or on August 5.

“Mas maganda kung ito’y pipirmahan ng Pangulo nang maaga upang maibalita niya sa sambayanang Pilipino sa kanyang State of the Nation Address (SONA) sa ika-24 ng Hulyo,” said Sen. Bam, the principal sponsor and co-author of the Senate version of the measure during his stint as chairman of the Committee on Education.

 As committee chairman, Sen. Bam defended the measure in plenary debates and interpellation. He also acted as co-chairman of the Senate delegation to the bicameral conference committee, together with new Committee on Education chairman Sen. Francis Escudero. Other members of the Senate panel are Sens. Sherwin Gatchalian and Ralph Recto.

 Once enacted into law, Sen. Loren Legarda, chairman of the Finance Committee, promised to earmark the necessary budget for its effective implementation, according to Sen. Bam.

 If passed into law, education in SUCs, LUCs and vocational schools under the Technical Education and Skills Development Authority (TESDA) will be virtually free, with the government shouldering tuition, miscellaneous and other fees.

 It will also make scholarship grants available to students of both public and private college and universities.The measure also has a loan program, where students can apply for financing for other education expenses.
