Sen. Bam asks DILG, PNP: Why are drug infested barangays on the rise?

​Sen. Bam Aquino​ ​​questioned the rise in number of drug-infested barangays in the country despite the aggressive campaign of the Philippine National Police (PNP) against illegal drugs​.

 ​​”In just seven months, the number of moderately drug-affected barangays jumped from 4,303 to 9,207. Why is there such a large increase, more than double,” Sen. Bam Aquino asked ​d​​uring his interpellation on the budget of the Department of the Interior and Local Government (DILG)​.

 Moderately affected barangays are defined as areas where at least two percent of the population are involved in illegal drugs. Based on records from the Philippine Drug Enforcement Agency (PDEA), these barangays increased from 4,303 to 9,207 from January to July of this year.

 ​​On the other hand,​ ​Sen. Bam lauded the decrease in the number of seriously affected barangays – or communities with a reported presence of a drug laboratory or marijuana plantation — from 217 in January 2017 to just 44 identified in July of the same year.

“May progreso naman ang kampanya ng pamahalaan. Maybe we can expect this to drop to zero seriously affected barangays by the end of the year,” said Sen. Bam.

 ​Still, Sen. Bam asserted that the police force must work to win the trust of the Filipino people, especially with the issues hounding the government’s drug war.

“Marami nang Pilipino ang natatakot na maging collateral damage ng drug war,” said Sen. Bam, referring to the June 23 to 26, 2017 SWS survey where seven of 10 Filipinos expressed fear that they themselves or someone they know will become a victim of an extrajudicial killing (EJK).

  The senator noted that ​while the drop in the country’s crime rate is commendable, there are still regions with alarming numbers for homicide cases, such as ​​Central Luzon ​with 1,397 deaths, CALABARZON with 2,185, Davao Region with 1,141 deaths and NCR with 3,141 deaths.

 “Bakit may mga areas na bumaba ang crime rate na wala ga​a​nong homicide cases​ habang may mga regions na in the thousands ang mga namamatay?” Sen. Bam asked the DILG and PNP.

 “Dapat pag-aralan ang mga area gaya ng​ M​IMAROPA​​ ​​at CAR na mababa ang kaso ng pagpatay. Hindi ba ito ang dapat tularan, na sa ​ pagbaba ng​​ ​crime rate, mababa rin ang bilang ng namamatay,” ​​​stated Sen. Bam, to which the PNP agreed.

 Region 4-B or MIMAROPA reported 273 deaths while CAR reported 175 deaths.

Sen. Bam also encouraged the DILG to hasten the process of dismissing scalawag policemen from the service to stop the abuses and ​the killings. As of latest data, the PNP said around two percent or 3,620 of the 181,000 policemen in the country are involved in illegal drugs.

Sen. Bam sponsors start-up bill in Senate

Senator Bam Aquino sponsored a measure that will give over 200,000 innovative start-up businesses in the country a better chance of succeeding through tax breaks and other forms of assistance, including a P1 billion venture fund where they can apply.

 In his sponsorship speech for Senate Bill No. 1532, Sen. Bam lauded innovative start-up businesses for finding solutions to the country’s problems.

 “These are startups that provide unique and relevant solutions to our problems, from daily hassles, like finding a taxi during rush hour, to improving the delivery of healthcare, providing support for our farmers, and addressing unemployment,” said Sen. Bam, the principal sponsor and author of the measure as chairman of the Committee on Science and Technology.

As sponsor of the measure, he said the Innovative Startup Act will reduce barriers that hamper the start-ups’ march to success.

“Let’s take this opportunity to empower our innovators and entrepreneurs with a heart for nation-building. Ipasa po natin ang Innovative Startup Act at himukin ang ating mga makabagong negosyante na lumikha ng mga solusyon para sa bayan,” said Sen. Bam.

 Sen. Bam said the measure will provide support innovative startups through financial subsidies like tax breaks and grants and ease of red tape in business registration. Start-ups will also get technical assistance and training programs that can help them flourish

 If enacted into law, innovative startups will also benefit from free use of equipment, facilities, and other services from government agencies, such as testing and fabrication facilities. They will also get assistance from the Intellectual Property Office of the Philippines for the patenting or licensing of their product.

As a former social entrepreneur before he joined the Senate, Sen. Bam has been working for the welfare of micro, small and medium enterprises (MSMEs) and start-ups by giving them an environment conducive for growth.

Sen. Bam worked for the passage of Republic Act 10644 or the Go Negosyo Act to provide access to markets and financing for businesses, training programs, and a simplified business registration process, helping ease of doing business and hastening government processes in putting up a business.

 

NEGOSYO, NOW NA!: Negosyo para sa walang trabaho

Mga kanegosyo, noong ako ay isang social entrepreneur, marami akong nakitang pamil­yang Pilipino na umangat mula sa kahirapan salamat sa matagumpay na negosyo.

Kaya noong ako’y naging senador, itinulak namin ang Go Negosyo Act, ang unang panukala na aking naisabatas, upang magbukas ng mga Negosyo Centers sa buong Pilipinas na ngayon ay higit 500 na.

Isa sa mga layunin ng Negosyo Center ay ma­bigyan ng kabuhayan ang mga kababayan nating walang hanapbuhay.

Sa Negosyo Center, makukuha ang lahat ng kailangang tulong para makapagsimula ng negosyo, mula sa pagkuha ng permit, pagkukunan ng puhunan hanggang sa mga kaalaman para sa matagumpay na pagpapatakbo ng negosyo.

Kabilang sa mga nakakuha ng ganitong tulong mula sa Negosyo Center ay ang mag-asawang Stephen at Miriam Rodriguez.

Matagal na nagtrabaho si Stephen sa isang electronics company ngunit bigla itong nagsara kaya nawalan sila ng pagkukunan ng kabuhayan para sa pangangailangan ng pamilya.

Sa kabila ng nangyari, malakas ang paniwala ng mag-asawa na marami pang oportunidad ang magbubukas para sa kanila.

Naniniwala sila sa kasabihan na “kapag may nagsarang pinto, mara­ming bintana ang magbubukas”.

Dahil may kaalaman sa pagsasaka, nag-isip si Stephen ng mga ideya kung paano ito pagkakakitaan.

Nang makabuo ng plano, nagpasya silang mag-asawa na itayo ang MYPS Hydroponics Garden Enterprise.

Ang hydroponics ay isang modernong sistema ng pagtatanim ng iba’t ibang uri ng gulay nang hindi gumagamit ng lupa. Ang kanilang ani ay ibinibenta nila sa iba’t ibang tindahan sa lalawigan.

Nagtungo si Miriam sa Negosyo Center sa Rizal para mag-apply ng business name noong Mayo 2016. Ang hindi niya alam, higit pa sa pagpaparehistro ang maitutulong ng Negosyo Center.

Habang nasa Negosyo Center, inimbitahan siya ng mga tauhan ng Department of Trade and Industry (DTI) na sumali sa iba’t ibang programa, seminar at training ng ahensya para mapalago ang kanilang kaalaman sa pagnenegosyo.

Maliban pa rito, ipinakilala siya ng DTI sa iba’t ibang merkado kung saan maaari niyang ibenta ang kanyang mga produkto, tulad ng Pasalubong Store sa DTI Provincial Office sa Antipolo City.

Nakatulong din sa sa paglago ng negosyo ng mag-asawang Rodriguez ang pagpapakilala sa kanila ng DTI Rizal sa Samahan ng mga Rizaleño sa Sektor ng Agrikultura at Pagkain o SARAP. Ito’y isang industriya na binubuo ng food entrepreneurs sa lalawigan ng Rizal.

Madalas din ang pagdalo ng mag-asawa sa Mentoring Program ng DTI kung saan natuto sila sa business coaches galing sa Kalye Negosyo at Professional Academy of Culinary Education o PACE.

Sa tatlong buwan na mentoring program, sumailalim si Miriam sa ilang modules upang mapaganda ang kanilang ani at makagawa ng recipe mula sa kanilang mga produkto.

Sa tulong ng PACE, natuto silang gumawa ng camias salad dressing, santol salad dressing, bottled laing at iba pang processed vegetables na kanilang ibinebenta sa trade fairs at iba pang event.

Iniugnay rin sila ng Negosyo Center sa mga kilalang restaurant at ilang specialty food stores, hindi lang sa Antipolo City, kundi sa iba pang mga siyudad at munisipalidad kaya lumawak ang merkado ng kanilang produkto.

Tinulungan din ng Negosyo Center ang mag-asawa na iparehistro ang kanilang negosyo bilang Barangay Micro Business Enterprise (BMBE) sa DTI at Bureau of Internal Revenue (BIR). Ngayon, pinakikinabangan na nila ang benepisyong bigay ng BMBE.

Ayon sa mag-asawa, kung wala ang tulong ng Negosyo Center, siguradong hanggang ngayon ay nangangapa pa rin sila sa sinimulang kabuhayan.

Ngayon, patuloy ang paglawak ng kanilang merkado at paglago ng kanilang negosyo at kabuhayan.

Sen. Bam: Ensure livelihood program for OFWs affected by Qatar crisis

A senator urged the government to create livelihood opportunities for overseas Filipino workers (OFWs) affected by the deployment ban to Qatar amid the ongoing diplomatic crisis hounding the Middle East country.
 
“Ngayon pa lang, dapat nang paghandaan ang mga posibleng epekto ng krisis sa Qatar sa ating OFWs, lalo na sa kanilang kabuhayan,” said Sen. Bam Aquino.
 
“Dapat mabigyan ng pansamantalang pagkakakitaan ang mga naapektuhan ng deployment ban at iba pa nating mga kababayan na posibleng bumalik sa Pilipinas dahil sa nangyari,” he added.
 
Several neighboring countries, including Saudi Arabia, United Arab Emirates and Bahrain, have severed their diplomatic ties with Qatar over allegations that it supports extremist groups, including ISIS. 
 
The senator also called on the government to prepare for any eventuality that might affect OFWs and other Filipinos residing in Qatar.
 
“Posibleng magkaroon ito ng epekto sa overseas Filipino workers at iba pang mga Pinoy sa Doha at iba pang bahagi ng Qatar kaya marapat na itong paghandaan ng pamahalaan,” Sen. Bam said.
 
“Dapat ding alamin ng embahada sa Qatar ang sitwasyon ng mga Pilipino roon upang matiyak ang kanilang kapakanan at mga pangunahing pangangailangan,” he added.
 
Sen. Bam filed Senate Bill No.  648 or the Migrant Workers and Overseas Filipino Assistance Act to boost support for the OFW community and the families they leave back home.
 
If passed into law, the measure integrates programs on livelihood, entrepreneurship, savings, investments and financial literacy to the existing efforts of embassies to equip OFWs with knowledge to start their own business.
 
In a survey conducted by the Bangko Sentral ng Pilipinas (BSP) last September 2015, only 38.2 pecrcent of the 563 household‐respondents said that a portion of the money from OFWs are set aside for savings.
 
Aside from the livelihood aspect, Senate Bill No. 648 mandates the Public Attorney’s Office to establish a help desk in every international port of exit in the Philippines to offer legal service, assistance and advice to departing migrant workers.

Sen. Bam: Game development, esports gaining momentum in PH

A senator believes that esports and game development in the country are gaining momentum towards being a source of honor and employment opportunities for Filipinos.

Sen. Bam Aquino based his pronouncement on recent developments that put esports and the country’s game development industry on the spotlight.

Recently, esports was included in the Asian Games as demonstration sport in the 2018 Asian Games in Jakarta and Palembang, Indonesia. In 2022, esports will be an official medal event at the 2022 Hangzhou Games.

 In addition, the Mandaue-based University of The Visayas New School included esports and game development in its Senior High Arts and Design track.

 “I believe that if we strengthen academic-industry linkages and work with our schools to develop the skills and creativity of future Filipino game developers, we will be able to grow this industry more,” said Sen. Bam, a staunch supporter of esports and game development industry in the country.

The university said it will teach game strategy for Dota 2, game design and development animation and 2D and 3D animation and game creation. After two years, the students can either choose to be game creators, designers, or e-sports players in the professional league.

 The senator has been supporting Filipino esports athletes, who have excelled in previous international events, including the prestigious International DOTA 2 Championship event inSeattle where Filipino squad TNC finished eighth.

Sen. Bam helped establish Philippine esports Association (PeSPA) to strengthen the foundation of esports in the country, look after the welfare of cyber athletes and stakeholders and promote esports in the country.

 Aside from this, Sen. Bam is also an ardent of the video game development industry in thePhilippines due to its tremendous potential to create fresh employment opportunities for Filipinos.

“All the ingredients are there to really make this work and primary of which is the Filipinos’ combination of artistry and technical know-how that can be the foundation for the game development industry in the Philippines,” said Sen. Bam.

Bam calls for probe on secret jail cell, urges PNP to clean up ranks

Sen. Bam Aquino has filed a resolution seeking to investigate the operation of a secret jail cell discovered in a police station in Manila as he called on the Philippine National Police (PNP) to clean up its ranks to bring legitimacy to the drug war.

“As the government’s enforcement arm in its war against illegal drugs, the PNP should safeguard the public’s trust by ensuring that abusive policemen are investigated and punished accordingly,” Sen. Bam said in Senate Resolution No. 348.

Sen. Bam stressed an upstanding police force must go hand-in-hand with the administration’s war against drugs to earn public trust.

 “Kailangan pangalagaan ng kapulisan ang tiwala ng publiko, lalo na dahil prayoridad and giyera kontra ilegal na droga. Hindi katanggap tanggap ang kahit anong pang-aabuso, gaya ng tagong selda na nadiskubre sa loob mismo ng istasyon ng pulis,” said Sen. Bam.

The secret jail cell was discovered by a team from the Commission on Human Rights (CHR) inside the Raxabago Police Station in Tondo, Manila. The CHR found 12 persons inside the jail cell where they were detained for at least 10 days even without the filing of proper charges.

 The CHR also discovered that the arrests of the 12 detainees were not recorded. Also, families of the detainees claimed that elements of the Drug Enforcement Unit were asking for money, ranging from P40,000 to P100,000, in exchange for their release.

Sen. Bam said the probe is aimed at ensuring that the rights of those under custodial investigation or detention by the Philippine National Police (PNP) are protected.

 Earlier, Sen. Bam called on the government not to treat with kid gloves erring policemen who were behind the secret jail cell, insisting that they should be held accountable for their actions.

“Hindi katanggap-tanggap ang ganitong pagmamalabis. Kailangan itong maimbestigahan at matigil,” said Sen. Bam.

If the PNP will not make the necessary steps to hold erring policemen accountable for their illegal acts, Sen. Bam said abuses such as the secret jail cell will continue and even flourish.

Bam: Are police scalawags now above the law?

Instead of promising pardon to scalawag policemen who will be convicted in the performance of their duties in the fight against illegal drugs, President Duterte should let the justice system takes its course and punish those who will be found guilty of abuse and other crimes.

 “With his promise, it seems that there are individuals and groups who are above the law,” said Sen. Bam, referring to Duterte’s commitment to police officers who would be convicted in the performance of their duties.

 “Mas magandang hayaan muna nating umusad ang ating sistemang panghustisya bago ang anumang pangako,” he added.

 It was reported that among those who could receive pardon are 19 police officers involved in the killing of Albuera, Leyte Mayor Rolando Espinosa. The police officers were ordered arrested and charged with murder.

 The police officers killed Espinosa inside the Baybay sub-provincial jail last year.  They claimed that the mayor fired at them while they were about to implement a search warrant.

In the Senate hearing, however, a medico-legal officer from the Criminal Investigation and Detection Group (CIDG) determined that the shots were fired when Mayor Espinosa was lying down. Other details regarding the altercation also raised alarm bells with fellow police who narrated these to the Senators.

 According to its report, the Committee on Public Order, chaired by Sen. Panfilo Lacson said Espinosa’s murder was premeditated and the involved policemen committed abuse of authority.

Q: On move from majority to minority, and removal of committee chairmanships

 

Sen. Bam: Well, Joel, naririnig-rinig na rin namin ito kaninang hapon. Palagay ko, sabi ko nga kanina sa manifestation ko, hindi naman ito tungkol sa performance ng mga kumite kasi gumagana naman ang mga importanteng batas sa aming committees.

This is really a political move – a partisan move. Palagay ko, nasampolan kami because we’ve been very adamant about policies like the death penalty. Tutol kami doon. Iyong pagbaba ng age of criminal liability. Iyong pagsuporta kay Senator De Lima. Iyong pagpunta namin sa EDSA.

Iyong pagsabi namin na nakakabahala na iyong patayan sa ating bayan. Palagay ko, nasampolan kami ng Majority. But ganyan talaga ang pulitika. Dito sa Senado, bilangan ng boto iyan.

So, as I said earlier, if that is the price to pay for my independence, then so be it.

Q: On removal of committee chairmanships

 

Sen. Bam: Well, usually kasi Joel, iyong pagtanggal mo sa kumite is based on performance. Kung hindi nagpe-perform iyong committee mo, doon ka usually tinatanggal. But in this case, it’s clearly political. Wala naman atang nag-object kung this is a political move.

Ganyan talaga. Ganyan talaga iyong buhay na napili namin but alam mo, noong sumama kami sa majority at sinuportahan namin si Senator Pimentel, isa lang naman iyong hiling namin, na manatiling independent ang Senado. Iyon lang naman ang hiningi namin sa kanya. Na susuporta kami sa mahalagang isyu sa ating bayan gaya ng sa Edukasyon, sa Agrikultura, sa iba’t-ibang bagay – allow for cooperation to happen sa iba’t-ibang polisiya. At sa ibang polisiya naman na tutol kami, hindi lang naman ang LP, ang iba sa amin tutol rin naman – ang payagan iyong debate at payagan iyong pakikipagsapalaran ng ideya. So, iyon naman iyong aming batayan sa pagsama sa majority.

Now, mukhang hindi na yata iyon tanggap at siguro talagang politically, kailangan pare-parehong silang gustong gawin, pare-parehong sabihin, then we respect that. At baka panahon na nga na sumama kami sa minority.

Q: On independence of Senate voting

 

Sen. Bam: Wala naman, Joel, pero hindi kasi ganyan sa Senado.

In the Senate kasi, bilang isang institution na known for its independence, iyong dynamics talaga dito, is that every senator, may karapatan magsalita at tumutol sa mga bagay-bagay na sa tingin niya o sa tingin niyo na hindi dapat mangyari. And that goes beyond majority and minority.

In fact, I would say, iyong botohan dito, palaging conscience vote. So, hindi kasi ganyan ang history ng Senado natin. In the Senate, may mga isyu, halu-halo iyong botohan diyan. Cross-party, cross-majority-minority. And iyon lang naman iyong hiniling namin kay Senator Pimentel noon, noong sumama kami sa majority, na manatiling independent ang ating Senado.

Q: On the minority numbers

 

Sen. Bam: Baka lima, baka maging anim. Sa totoo lang, hindi pa kami sigurado. Baka may mga movements pa rin. But most likely, five or six lang, Joel.

Q: On move from majority to minority, and removal of committee chairmanships

 

Sen. Bam: Well, alam mo, again, dito naman sa Senado, iyong mga batas na mahalaga sa taumbayan suportado naman iyan ng both the majority and the minority. So, iyong mahalagang batas, for example, iyong batas natin sa free higher education, iyong batas natin sa feeding program, nag-usap na rin kami ng bagong chairman at ng majority floor leader, ipagpapatuloy ko pa rin iyan kasi nasa kalagitnaan na iyan ng pagpasa.

I’ll continue that, and we’ll support iyong bagong Chairman ng Committee on Education natin, si Sen. Escudero.

Pero sa mga bagay na tingin natin tutol gaya ng death penalty at pagbaba ng age of criminal liability, siguro, bilang minority, kailangan na talagang tutulan at bigyan ng boses ang mga tumututol dito at panatiliin iyong debate dito sa Senado.

Q: On removal from the Senate majority

 

Sen. Bam: Palagay ko. Sabi ko nga mukhang nasampolan kami. When we joined the majority many months ago, sinabi ko na independent, ibig sabihin niyan, sa mga bagay na puwede tayo magtulungan gaya ng free higher education, ng feeding program para sa ating mga kabataan, pagpasa ng coco levy, tulong-tulong tayo.

Pero sa mga bagay-bagay na hindi tayo sumasang-ayon, payagan iyong debate, payagan iyong palitan ng kuro-kuro. That was our, iyon iyong aming deal, kumbaga sa pagsuporta sa mayorya noon. Ngayon na tinanggal na kami sa kumite palagay ko hindi na iyon ang gusto nila.

Q: Is this a warning not to go against the president?

Sen. Bam: I think klaro naman iyon. Kapag mamartsa ka sa EDSA at sasabihin mo na kailangang panatilihin ang demokrasya at kalayaan sa ating bayan ay sasampolan ka talaga. Iyon iyong nangyari sa amin.

Q: Si Sen Recto, party member siya, wala siyang sinasabi against the administration. Bakit siya ang pro-tempore?

Sen. Bam: Kailangan siya ang tanungin niyo tungkol diyan.

Ang masasabi ko lang, ang mga natanggal ngayon sa mga committee chairmanships, kami iyong nandoon noong Sabado – we were all present there. Sa mga interviews doon sinabi namin na mahalaga ang demokrasya sa ating bansa, mahalaga na may kabilang boses na pinakikinggan ang taong bayan dahil demokrasya tayo. Maybe because of that, after a few days, ayan natanggal na kami sa aming chairmanship

Q: Is it time na mag minority na kayo?

Sen. Bam: Here it is, alam mo naman dito sa Senate iba iba talaga ang botohan ditto, hindi siya laging minority-majority. In fact, pag dating sa death penalty halo-halo ang tutol dito.

Q: On an independent Senate

 

Sen. Bam: What we want to see is an independent senate, isang senado na independent sa pamumulitika, can go cross party pag kinakailangan, can support reform pag kinakailangan, at kung kinakailangan mag-debate, mag-dedebate. That’s always been what we wanted kaya sumama kami sa majority. But now that they’re taking us out, maybe, sa tingin ko ayaw na nila nun. They want to see a majority and minority along party lines.

Q: Did you have an inkling on this reorganization?

Sen. Bam: Earlier today may mga narinig kami. Narinig naming it might happen today.

Q: On losing the Chairmanship on the Committee on Education

 

Sen. Bam: Alam niyo, ang mga committees na iyan hindi lang naman iyan basta basta binibigay. I chose the education committee because may plano kami, may reporma kaming gustong itinulak.

Thankfully, Sen. Chiz Escudero seems to be intent in pushing the same reforms. But it’s not a light matter because you put a lot of effort, you work on these bills, iikot mo yan, hihingi ng suporta sa iba’t ibang sektor. These bills are important. Sa akin kahit wala ako sa majority, alam ko naman na itutuloy nila ang Free Higher Education Act at feeding program.

Pero rule of the majority ‘yan. Ganun talaga sa senado, kung kayo ang nakararami, kayo ang nasusunod. There’s no point crying foul about it because that’s really how things are here in the  Senate. Ganoon ang pulitika dito.

Initially, we joined the majority because we wanted an independent Senate. Iyon iyong pinaka-hiling namin kay Senate President Pimentel, sana manatiling independent ang ating Senado.

Pero ngayon na iyong mga tumututol sa iilang mga polisiya – hindi nga lahat ng mga polisiya – sa iba  pa lang ay tinatanggalan na ng chairmanship, sa tingin ko iba na talaga ang gusto nila mangyari.

Q: Sir, para bang nagiging rubber stamp iyong Senate?

 

Sen. Bam: I hope not. And, I think naman, my colleagues will not allow that. But it’s pretty clear that if you are vocal on some of the policies of the current administration, talagang may consequences iyon. At ito na nga ang consequences na iyan.

As I said earlier, kung ang kapalit ng pag-commemorate ng EDSA celebration, kung ang kapalit ng pagtutol sa patayan na nangyayari sa ating bansa ay matatanggalan ka ng kumite, eh di, I’d gladly pay that price.

 

Q: Do you see a stronger minority?

 

Sen. Bam: Well, the interesting thing is our stances on issues have not changed. We’re still against the death penalty, we’re still against the lowering of the age of criminal liability. We’re still in favor of a number of the bills that we’ve filed and a number of our colleagues are also in favor of that.

So palagay ko iyong major dito iyong chairmanships. But in terms of policies, I think it will roughly be the same.
